INTRODUCTION Traffic Planning and Design, Inc. (TPD) has prepared this Traffic Statement to support the application to West Orange Township for the reoccupancy of an existing garden center, located within a shopping center, with retail space. The site is located is located in the northeast quadrant of the signalized intersection of Mount Pleasant Avenue (NJSH Route 10) and Pleasant Valley Way (CR 636), not including the corner lot, as shown on Figure 1 in the Appendix, with additional frontage along Mount Pleasant Avenue. CURRENT CONDITION The approximately 3.7-acre property in question is occupied by the approximately 32,441 square foot Mount Pleasant Plaza shopping center. The South Branch of the Rahway River runs along the northerly and westerly sides of the property. The center consists of the main, approximately 29,187 square foot, building, including a 1,522 square foot mezzanine, and a smaller building of approximately 3,254 square feet. An approximately 3,200 square foot area in the main building is occupied by Julio's Restaurant while the smaller building is occupied by Bagels by Jarrett/The Slice Shop. Approximately 16,367 square feet on the westerly side of the larger building, including the 1,522 square-foot mezzanine, were, until recently, occupied by the Metropolitan Plant Exchange garden center. Approximately 2,400 square feet of the building, adjacent to the former garden center, were formerly occupied by a No Limits Martial Arts studio. The garden center additionally occupied an approximately 8,980 square foot canopy-roofed and unenclosed sales area on the site, abutting the main building on its westerly side. For the purpose of traffic calculations in this report, and consistent with Institute of Transportation Engineers (ITE) Proposed Retail Store, West Orange, New Jersey -1-
definitions, unenclosed and roofed areas are not being included in the building floor area. Access to the site is provided via 2 driveways along the State highway; a driveway along Pleasant Valley Way (CR 636); and a driveway along Mount Pleasant Place. The driveways accommodate full-movement access; however, trucks are prohibited from using the Pleasant Valley Way (CR 636) driveway, due to a restriction on a section of the driveway that spans over the South Branch of the Rahway River. The site is served by approximately 165 parking stalls, configured as a mix of perpendicular and angled stalls. Angled stalls are located along the first aisle running perpendicular to Mount Pleasant Avenue (NJSH Route 10), which runs one-way eastbound; and along the aisle on the east side of the main building, which runs one-way northbound. Angled parking is also laid out along the aisle on the south side of the main building, although it is a two-way aisle. PROPOSED CONDITION It is proposed to reoccupy the combined 18,767 square foot former Metropolitan Plant Exchange garden center and former No Limits Martial Arts studio, including 1,522 square foot mezzanine, with a retail store. The area that had been occupied by the 8,980 square foot canopy would be replaced with additional parking and circulation; thereby increasing the parking supply by approximately 14%, to 188 stalls, including a 4-stall credit for electric vehicle supply equipment (EVSE) stalls. The 2 parking aisles on the south side of the building would be reconfigured with perpendicular parking and two-way circulation. SCOPE OF STUDY This study has been performed to evaluate the potential for traffic impacts associated with the proposed project. Accordingly, this analysis includes the following: ! A review of existing roadway and traffic conditions in the vicinity of the site including roadway geometrics; ! Projection of the volume of traffic expected to be generated by the proposed project; ! An evaluation of the site access design, on-site circulation and parking supply; and ! Recommendations and conclusions. Proposed Retail Store, West Orange, New Jersey -3-
EXISTING TRAFFIC CONDITIONS SUBJECT PROPERTY The subject property is located on the northeast quadrant at the signalized intersection of Mount Pleasant Avenue (NJ Route 10) and Pleasant Valley Way (CR 636) in the Township of West Orange, Essex County, New Jersey. The following characteristics describe the subject property and surrounding area: ! Located in the B-2 (General Business) zoning district, where retail stores are permitted. ! Designated as Lot 5 in Block 157. ! Occupied by a 32,441 square foot shopping center, and until recently included an 8,980 square foot canopy-roofed and unenclosed sales area. ! Is bound to the north and west by the South Branch of the Rahway River ! Land uses in the site vicinity are predominately residential to the north, east and west, with some commercial uses on the Mount Pleasant Avenue (NJ Route 10) and Pleasant Valley Way (CR 636) corridors; and Essex County's Francis A. Byrne Golf Course located directly to the south. ROADWAY NETWORK The subject property has frontage along westbound Mount Pleasant Avenue (NJ Route 10), northbound Pleasant Valley Way (CR 636) and Mount Pleasant Place. The following is a description of the adjacent roadway network: Mount Pleasant Avenue (NJ Route 10) ! Classified as an Urban Principal Arterial under New Jersey Department of Transportation (NJDOT) jurisdiction. ! Designated as an east/west roadway in the vicinity of the site. ! Provides 2 travel lanes in each direction with designated turn lanes provided at key intersections. Proposed Retail Store, West Orange, New Jersey -4-
! Sidewalks are provided in the vicinity of the site. ! Has a posted speed limit of 40 miles per hour along the site. ! Meets its easterly terminus approximately 3/4 of a mile east of the site, at Prospect Avenue (CR 577). ! Serves an Annual Average Daily Traffic (AADT) of approximately 8,500 vehicles according to NJDOT data from 2018. Pleasant Valley Way (CR 636) ! Classified as an Urban Principal Arterial under Essex County jurisdiction. ! Designated as a north/south roadway in the vicinity of the site. ! Provides 2 travel lanes in each direction with designated turn lanes provided at key intersections. ! Sidewalks are provided in the vicinity of the site. ! Has a posted speed limit of 40 miles per hour in the vicinity of the site. ! Approximately 1/2 mile to the north of the site provides access to and from I-280 at interchange 7. ! Serves an AADT of approximately 12,300 vehicles according to NJDOT data from 2020. Mount Pleasant Place ! Classified as a local roadway under Township jurisdiction. ! Designated as an east/west roadway in the vicinity of the site. ! Provides 1 travel lane in each direction in the vicinity of the site. ! Sidewalks are not provided in either direction of travel. ! Has a posted speed limit of 25 miles per hour in the vicinity of the site. ! Meets its westerly terminus at its intersection with Pleasant Valley Way (CR 636). PROPOSED DEVELOPMENT TRAFFIC CHARACTERISTICS TRIP GENERATION Site-generated peak hour traffic volumes for the existing and proposed conditions have been calculated using data published by the Institute of Transportation Engineers (ITE) in the 12th edition of Trip Generation and data published by NJDOT in their Highway Access Permit Software (HAPS). NJDOT has adopted 10th edition ITE rates and equations in HAPS for many land uses, including ITE Land Use Code 820: "Shopping Center." Shopping centers are a type of "multi-use" development, where internal trip-making between different tenants in the center is reflected in the data. Table 1 presents the peak hour HAPS trip generation, per the NJDOT's latest April 21, 2023, version, comparing the existing 32,441 square foot shopping center and proposed 32,441 square foot shopping center. Floor area is the independent variable in the Land Use Code 820 trip generation calculations; therefore, as floor area would not be changed by the project, no additional peak hour trips area calculated. An increase of fewer than 100 peak hour trips is not considered "significant" by NJDOT, and the proposed project is not expected to result in ANY Proposed Retail Store, West Orange, New Jersey -6-
additional peak hour trips. It can therefore be concluded that the proposed project will NOT have an impact on area traffic. As the proposed project would not modify the State highway driveways, would not reduce non-State highway access, and would not result in a significant increase in traffic, a new NJDOT Access Permit is not required. TPD requested NJDOT concurrence with our findings, and the Department issued a Letter of No Interest (LONI), dated September 18, 2025. A copy of the LONI is provided in the Appendix. FURTHER CONSIDERATION For comparison, TPD considered trip generation of the specific use change proposed. Note: ITE recommends against calculating trip generation of multi-tenant retail developments on the basis of the individual tenant uses, as this type of calculation does not take internal capture into account. Table 2, below, presents the peak hour HAPS trip generation, comparing the pre-existing 16,367 square foot Metropolitan Plant Exchange and 2,400 square foot No Limits Martial Arts with the proposed 18,767 square foot retail store, assumed to be a supermarket. Specifically, a change from Land Use Codes 817: "Nursery (Garden Center)" and 495: "Recreational Community Center" to Land Use Code 850: "Supermarket" was evaluated. As shown, for the same floor area, the proposed retail store, when considered a supermarket, is calculated to generate 10 fewer weekday morning peak hour trips, 30 additional weekday evening peak hour trips and 23 additional Saturday midday peak hour trips than the Metropolitan Plant Exchange and No Limits Martial Arts. Therefore, even under an overly conservative calculation, the project would still generate far fewer than 100 additional peak hour trips. This confirms the conclusion that the proposed project will NOT have an impact on area traffic. Proposed Retail Store, West Orange, New Jersey -8-
SITE ACCESS AND CIRCULATION An evaluation has been made of the Site Plan for the proposed project, prepared by Bohler, dated August 14, 2025, and last revised December 10, 2025. In particular, the evaluation focuses on-site access, on-site circulation and parking supply. The following items address these design characteristics: Proposed Project ! Under the proposed project, the former Metropolitan Plant Exchange garden center retail use and the former No Limits Martial Arts studio personal service use in the existing shopping center would be reoccupied by other retail. ! The redevelopment proposal also includes the reuse of the garden center's former unenclosed and canopy-roofed area to accommodate additional site parking and circulation. ! Other minor reconfiguration of parking and circulation areas are proposed, including the elimination of one-way aisles and angled parking. Access ! Currently, State highway access is provided via 2 driveways along westbound Mount Pleasant Avenue (NJ Route 10). ! Additionally, non-State Highway access is provided via 1 driveway along northbound Pleasant Valley Way (CR 636) and 1 driveway along eastbound Mount Pleasant Place. ! Trucks are prohibited from using the Pleasant Valley Way (CR 636) driveway. ! Under future conditions, the existing access points for the site would be maintained. ! NJDOT has issued a Letter of No Interest (LONI) for the proposed project, confirming that a new Access Permit is not required. ! A copy of the LONI is provided in the Appendix.
