PROFESSIONAL PLANNER’S REPORT 262 Main Street Realty, LLC & 270 Main Street Realty, LLC 262-270 Main Street / Block 114, Lots 50 & 55 Township of West Orange, Essex County, New Jersey • Continue to maintain a balance of land uses, including varied nonresidential uses • Provide streetscape and parking improvements throughout the downtown and other business districts • Continue to make West Orange more environmentally and economically sustainable with a mix of land uses • Promote development in locations near transit and services. The 2019 Reexamination also acknowledged objectives from previous Master Plan Reexamination reports, including to “encourage development, redevelopment, and rehabilitation of the Main Street Central Business District and the Downtown Redevelopment Area”. Specific Master Plan Principles of note as set forth in the 2010 Master Plan Reexamination Report included to properly locate commercial/retail uses at “sites and locations which are suitable for their use”. Another relevant principle was to “maintain the existing scale of the community”, which was recommended to be changed to “maintain the appropriate scale of the community”, in order to reflect the changing community character of West Orange as a result of development/redevelopment. Overall, the 2019 Reexamination and previous reports made it a point of focus to ensure continued investment and improvements to the downtown and Main Street corridor. The proposed development is consistent with and will further the above- described policies and recommendations. CONCLUSION The foregoing report provided an evaluation of the proposed supermarket in terms of the Township of West Orange zoning requirements and the statutory criteria for the granting of the requested bulk “c” variances. The proposed use would revitalize the subject property and would not result in substantial detriments to the public good or substantial impairment of the Township of West Orange zone plan or zoning ordinance. The requested variances can be granted by the West Orange Planning Board. Additional testimony will be provided to the Planning Board during the public hearing.
