EXISTING TRAFFIC VOLUMES To review the traffic conditions near the subject site, manual turning movement counts were conducted at the Main Street intersections with Prospect Place, Kling Street, and Erwin Place. The counts were performed on Tuesday, May 20, 2025, from 7:00 to 9:00 a.m. and 4:00 to 7:00 p.m. and Saturday, May 31, 2025, from 11:00 a.m. to 2:00 p.m. under normal traffic conditions with local schools in session and therefore are believed to be representative of typical traffic activity and operations. The results of the traffic count program indicate that there are distinct hours during the period of study when traffic experienced its highest levels. Figures 2a, 2b, and 2c illustrate the weekday morning, evening, and Saturday peak hour traffic volumes. The traffic counts are also appended. EXISTING TRAFFIC CONDITIONS While traffic volumes provide a measure of activity on the area roadway system, it is also important to evaluate how well that system can accommodate those volumes – i.e., a comparison of peak hour traffic volumes with available roadway capacity. By definition, capacity represents the maximum number of vehicles that can be accommodated given the constraints of roadway geometry, environment, traffic characteristics, and controls. Intersections are usually the critical point in any road network since it is at such points that conflicts exist between through, crossing, and turning traffic. It is at these locations where congestion is most likely to occur. A description of intersection Levels of Service is noted below.
