Soil testing in accordance with Chapter 12 of the NJ BMP Manual should be submitted for the proposed BMPs. Specifically, it appears that additional soil test pits or borings are required for the proposed underground infiltration basin and the pervious pavement system(s). 6. Full sized drainage area maps should be submitted for review and included within the Appendix of the Stormwater Management Report. Time of concentration flow paths should be provided on the maps and labeled with flow type, land cover type, length of segment and slope of segment. 7. The Stormwater Management Report indicates that pervious pavement systems are proposed for all driveway surfaces. Indicate the limits of the pervious pavement systems on the plans. 8. Revise the Stormwater Management Report to verify compliance with the maximum contributory drainage area requirement for pervious pavement systems as outlined in Chapter 9.6 of the NJ BMP Manual. 9. Revise the plans to remove any notation of a below grade detention system and substitute with below grade infiltration system. 10. Clarify how roof runoff will be pre-treated prior to discharging into the infiltration system(s). Our office recommends utilizing leaf screens within the roof drains. 11. The limit of disturbance indicated on the plans is 1.10 acres (± 47,916 sf). The hydrographs indicate 18,843 sf of runoff area in the existing conditions and 16,993 sf of runoff in the proposed conditions. All disturbed areas are subject to the runoff rate reduction requirements and should be included in the hydrograph routings. 12. Provide hydrograph routings and pond reports for the water quality storm event. 13. Revise the groundwater recharge spreadsheet to indicate the post development land segment location of the BMP. 14. The groundwater mounding analysis should be revised. A groundwater mound of 4.437’ would encroach into the basin storage area as the seasonal high water table elevation is 560.3 and the bottom of the underground infiltration basin storage elevation is 563.0. 15. Clarify if inlets are proposed to convey stormwater runoff to the underground infiltration basin. Sheet 6 shows a proposed TC path from the site high point to the underground basin, but it is not clear how stormwater runoff will enter the underground basin. 17. A Stormwater Management Operation and Maintenance Manual should be submitted for the proposed stormwater management systems. 18. The Stormwater Management Operation and Maintenance Manual and any future revisions shall be recorded upon the deed of record for the property. Prior to recording, the form of the deed must be reviewed and approved by the Planning Board attorney and our office.
