State of New Jersey DEPARTMENT OF ENVIRONMENTAL PROTECTION MIKIE SHERILL DIVISION OF WATERSHED PROTECTION AND RESTORATION ED POTOSNAK BUREAU OF NJPDES STORMWATER PERMITTING Governor o Acting Commissioner P.O. Box 420 Mail Code 501-02A DALE G. CALDWELL Trenton, New Jersey 08625-0420 Lt. Governor 609-633-7021 / Fax: 609-777-0432 https://dep.nj.gov/stormwater April 22, 2026 Mark B. Miller, Sr. Research Scientist Komline-AquaShield 2733 Kanasita Drive, Suite 111 Chattanooga, TN 37343 Re: MTD Lab Certification — Revised Certification Aqua-Ponic Stormwater Biofiltration System Offline Installation TSS Removal Rate 80% Dear Mr. Miller: This revised certification letter supersedes the Department’s prior certification dated January 21,2021. This revision was completed as a result of the manufacturer’s upgrades to slightly larger-sized models than those originally included in the aforementioned certification letter and the change in the name of the company from AquaShield, Inc. to Komline-AquaShield. Furthermore, in accordance with the July 17, 2023, amendments to the Stormwater Management rules at N.J.A.C. 7:8, the rational method was removed as an allowable calculation method for compliance with the Stormwater Management rules in New Jersey. Asa result, this revised certification also updates the example sizing calculation to utilize NRCS methodology, rather than the rational method. No other modifications were made to this certification. The Stormwater Management rules under N.J.A.C. 7:8-5.2(f) and 5.2(j) allow the use of manufactured treatment devices (MTDs) for compliance with the design and performance standards at N.J.A.C. 7:8-5 if the pollutant removal rates have been verified by the New Jersey Corporation for Advanced Technology (NJCAT) and have been certified by the New Jersey Department of Environmental Protection (NJDEP). Komline-AquaShield has requested a Laboratory Certification for the Aqua-Ponic Stormwater Biofiltration System. The project falls under the “Procedure for Obtaining Verification of a Stormwater Manufactured Treatment Device from New Jersey Corporation for Advance Technology” dated January 25, 2013. The applicable protocol is the “New Jersey Department of Environmental Protection Laboratory Protocol to Assess Total Suspended Solids Removal by a Filtration Manufactured Treatment Device” dated January 25, 2013. ew Jersey Department of Environmental Protection Laboratory Protocol to Assess Total Suspended Solids Removal by a Filtration Manufactured Treatment Device” dated January 25, 2013. NJCAT verification documents submitted to the NJDEP indicate that the requirements of the aforementioned protocol have been met or exceeded. The NJCAT letter also included a recommended certification TSS removal rate and the required maintenance plan. The NJCAT Verification Report with the Verification Appendix (dated November 2020 and last revised April 2026) for this device is published online at http://www.njcat.org/verification-process/technology-verification-database.html.
