Planning Report Planning 81 Northfield Avenue Report West Orange, Essex County, New Jersey Langan Project No.: 101325601 27 February 2026 Page 3 of 4 RELIEF JUSTIFICATION The project site is particularly suited for the proposed medical transportation parking use: • Based on the parking analysis, the parking activity is lower than the available capacity. • The onsite location of the 10 parking spaces at the rear of the project site is as far away from the office activity as possible. • The area of the 10 parking spaces has trees screening properties along Brennan Drive and the apartment complex, which is at a higher elevation, to the west. • Combination of office and parking onsite provides efficiency for the office operation and its drivers. • Location allows for continued direct services to West Orange residents, who comprise between 500 and 1,000 clients monthly. Purposes of Zoning The requested “d(1)” use variance furthers the following purposes of zoning: • a. To encourage municipal action to guide the appropriate use or development of all lands in this State, in a manner which will promote the public health, safety, morals, and general welfare. The relief allows the medical transportation office tenant to have its transport vehicles in the same location. The medical transport vehicles contribute to expanding independence and mobility for those with medical transportation needs. • c. To provide adequate light, air, and open space. The project uses existing parking spaces, with no changes to site design or any physical impact on surrounding properties. • g. To provide sufficient space in appropriate locations for a variety of agricultural, residential, recreational, commercial, and industrial uses and open space, both public and private, according to their respective environmental requirements in order to meet the needs of all New Jersey citizens. The

The project requires no site plan improvements and serves as an accessory use to the permitted office at the project site. • m. To encourage coordination of the various private and public procedures and activities shaping land development with a view of lessening the cost of such development and to the more efficient use of land. The site has available spaces, requiring no new development or disturbance to serve business needs. Negative Criteria The application addresses the negative criteria: • No substantial detriment to the public good: o No site changes. Lighting, circulation patterns, structures, etc. remain as is.
