EST, a virtual public special meeting hearing will be conducted before the Town- ship of West Orange Planning Board (the “Board’), via Zoom, a web-based video conference application, or by telephone (as described below)), to permit applicant, 525 Northfield Ave., LLC (“Applicant”), to demolish the existing structure and construct a new four (4) story mixed use building at 525 Northfield Avenue, and designated as Block 159.04, Lot 1.01 on the Tax Map of the Township of West Orange, New Jersey (“Property”). The Property consists of approximately 2.53 acres (110,025 square feet) and is located at the intersection of Northfield Avenue and Sheridan Avenue in the Township of West Orange (“Township”), within the B-2 General Busi- ness District, where mixed-use development is a permitted conditional use pursuant to §25-24.2.b.2(m). The proposed building will contain approximately 1,250 sq. ft. commercial space and various amenities for the residen- tial tenants on the first floor, a total of 95 residential units (some of which will be set-aside as affordable) and various residential tenant amenities on the upper floors and 165 equivalent parking spaces (inclusive of the electric vehicle credit and stacked parking spaces), along with associated site plan improvements (the “Project”).
Applicant has applied to the Board and seeks preliminary and final major site plan approval, conditional use approval, tree removal permit and the following “c” bulk variance re- lief from Chapter 25 of the West Orange Land Use Regula- tions (“LURO”). (a) Front Yard Setback: 2.6 ft. proposed where 30 ft. is required (§25 Bulk Standards Attachment 3); (b) Corner Lot Side Front Yard Setback: 0.4 ft. pro posed where 25 ft. is required (§25 Bulk Standards Attachment 3); (c) Maximum Impervious Coverage: 83.77% of the effective lot area and 63.94% of the total lot area proposed where 60% is permitted (§25 Bulk Stand ards Attachment 3); (d) Maximum Building Coverage: 53.0% of the effec tive lot area and 40.41 of the total lot area proposed where 40% is permitted (§25 Bulk Standards Attach ment 3); (e) Building Height: 38.5 ft. and 4 stories proposed where 35 ft and 2.5 stories permitted (§25 Bulk Standards Attachment 3); (f) Driveway Distance from Residential District: 13.6 ft. proposed where 50 ft. required (§25-12.1.1); and (g) Residential Buffer: 13.6 ft. exists, a minimum of 25.5 ft. is proposed where minimum of 50 ft. re quired (§25-11.3) With respect to the proposed tree removal and replace- ment, 27 trees are to be removed. To account for the trees to be removed, 51 new replacement trees and 51 are pro- posed, in compliance the LURO.
