The Property contains approximately 8.29 acres, is located in the B-2 General Business Zone and has long been used as a catering/banquet hall and restaurant facility formerly known as The Manor. The Applicant previously received preliminary and final major site plan approval with bulk variance relief and waivers pursuant to Planning Board Resolution PB-25-02, memorialized June 4, 2025, which permitted driveway, walkway, valet parking, main building, porte-cochere, community garden, parking, occupancy, impervious coverage, tree replaceme nt and related site improveme nts. The Prior Approval permitted 471 parking spaces, including EV credits, 1,515-person occupancy, and 60.53% impervious

coverage, reduced from an existing 61.75%, where 60% is permitted. The present Application seeks amended approval for revised and additional improveme nts, including renovations and modifications to portions of the existing banquet hall and _ restaurant buildings; reconstruction and reconfigur ation of portions of the rear parking area; revised parking, circulation, driveway and walkway improvements; grading, drainage, stormwater, landscapi ng and lighting improveme nts; new storm sewer infrastructure; modifications to courtyard, patio, gazebo, landscaped wall, fountain, outdoor amenity and paved walkway areas; EV parking/charging improvements; limited soil movement/soil removal; and related site work. The amended plan proposes 486 parking spaces, including EV credits, maximum occupancy of 1,563 people, and reduced impervious coverage of approximately 59.76%, whereas 60% is permitted. The Application also includes confirmation that existing second-floor space within the restaurant/accessory building, including kitchen, living/dining, bedroom and bathroom areas, may be used for staff, chef or other employee accommodation/support purposes accessory and incidental to the principal restaurant/banquet facility use. The Applicatio n further seeks approval for removal of five (5) additional trees in the 6-inch to 13-inch D.B.H. category and planting of ten (10) replacement Thuja Green Giants, resulting in a_ total replanting program of 348 replacement trees and a net increase of seventy-six (76) trees as part of the overall tree removal and replacement program. The Applicant also seeks an extension of time to complete certain replacement plantings pursuant to Township Code § 28-8. Overall, the Applicant seeks amended preliminary and final major site plan approval, stormwater permit approval, soil movement/soil removal permit approval, tree removal and replacement approval, an extension of time to complete tree replanting, and bulk “c” variance relief under N.J.S.A. 40:55D-70(c), if deemed necessary by the Board, together with any required waivers, exceptions, interpretations or other relief, including relief related to: the
