However, in order to perform a conservative analysis, no credit was taken for the existing trip generation of the office building. Rather the trip generation of the proposed Mavis Tire store was surcharged over vacant land in order to perform the “worst case scenario” from a traffic perspective. Trip Distribution Once the magnitude of traffic to be generated by the site is known, it is necessary to assign that traffic to the adjacent street system. The distribution of new traffic to the surrounding roadways is based on the location of primary arterial roadways, major signalized intersections and existing traffic patterns. Figures 7-11, located in Appendix A, illustrate the Primary Traffic Trip Distribution, Primary Site Generated Volumes, Passby Traffic Trip Distribution, Passby Site Generated Volumes, and the Total Site Generated Volumes, respectively. The Total Site Generated Volumes assigned to the study area network were added to the 2028 No Build traffic volumes to generate the 2028 Build traffic volumes, which are shown in Figure 12. Page 8
