2437-15 AN ORDINANCE AMENDING AND SUPPLEMENTING CH APTER 7, TRAFFIC, SUBSECT ION 7-11, PARKING TIME LIMITED ON CERTAIN STREETS DURING CERTAIN HOURS; SUBSECTION 7-23. 1, TURN PROHIBITIONS AND SUBSECTION 7-26.1, BUS STOPS OF THE REVISED GENERAL ORDINA NCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsection 7-11, Parking Time Limited on Certain Streets During Certain Hours, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows: (italic type denotes deletion, bold type denotes addition): Name of Street Sides Time Limit Hours Location St. Cloud Avenue East 1 Hr. 8:00 a.m. Beginning 65 feet north to of the northerly curbline 6:00 p.m. of Northfield Avenue and extending 100 feet northerly. St. Cloud Avenue East 1 Hr. 9:00 a.m. Beginning 65 feet north to of the northerly 6:00 p.m. curbline of Northfield Avenue and extending 100 feet northerly. Section 2. Subsection 7-23.1, Turn Prohibitions, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): Intersection Turn Prohibited Hours/Days Movement Prohibited St. Cloud Avenue Left 8:00 a.m. Eastbound on Stagg and Stagg Field to Field southerly southerly driveway 9:00 a.m.; driveway to

Subsection, 7-26.1, Bus Stops, of the Revised General Ordinances of the Township of West Orange is hereby supplemented and amended as follows: (italic type denoted deletion, bold type denotes addition): BUS STOPS (AT VARIOUS SCHOOL LOCATIONS) Hrs 2. Along St. Cloud Avenue, northbound on the easterly side thereof: b. Between Northfield Avenue and Rodman 8:00 a.m. Place beginning 65 feet north of the northerly to curbline of Northfield Avenue and extending 9:00 a.m; 100 feet northerly thereof. School Days Section 4. If any provisions of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any of the provisions or applications of this Ordinance that can be given effect without the valid provision(s) or application and to this end, the provisions of this Ordinance are severable. Section 5. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed. Section 6. This Ordinance shall take effect upon final passage and publication in accordance with law and upon approval of the New Jersey Department of Transportation if required by Statute. Robert D. Adopted: January 27, 2015 2437-15 LEGISLATIVE HISTORY This Ordinance, to improve both vehicular and pedestrian safety along St. Cloud Avenue in the vicinity of the St. Cloud Elementary School, will expand the area for bus parking on School Day mornings only to include the area along St. Cloud Avenue in front of a small commercial strip center located just south of the School. Since this area is used as a drop off of students by parents or guardians it will require parents or guardians to use either the drop off on St. Cloud Avenue at the northerly side of the school or the two parking lots located in Stagg Field opposite the school on St. Cloud Avenue. Then to minimize traffic along the school’s frontage on St. Cloud Avenue, vehicle movements will be regulated out of the two parking areas on school day mornings. The prohibited movements will require motorists to turn away from the school’s frontage when exiting the two parking areas.
December 30, 2014 Mayor and Township Council Municipal Building 66 Main Street West Orange, New Jersey 07052 RE: AMENDMENTS TO CHAPTER 7, TRAFFIC ST. CLOUD AVENUE AT ST. CLOUD ELEMENTARY SCHOOL Mayor Parisi, Council President Guarino, Ladies and Gentlemen: Attached please find an Ordinance to amend several subsections of Chapter 7, Traffic, of the Revised General Ordinances. These changes will improve the safety of motorists and pedestrians along St. Cloud Avenue at the St. Cloud Elementary School. These amendments are proposed as a result of the observations and recommendations from a site meeting earlier this fall at the school with representatives of the School Administration, the Police Traffic Division and me. In the morning there is a need to provide additional curb area for students being discharged by bus. The expanded area will be placed in front of the small strip center located on the northeasterly corner of the intersection of St. Cloud Avenue and Northfield Avenue just south of the school. This will be a Bus Stop on School Days only between the hours of 8:00 a.m. and 9:00 a.m. so as not to interfere with the parking needs of the commercial establishments. From 9:00 a.m. to 6:00 p.m. parking will be limited to one hour. The current regulation starts the time limited parking at 8:00 a.m. This area has been used as a drop off by parents or guardians of students arriving by motor vehicle. This will no longer be allowed, and they will then need to use the drop off area on St. Cloud Avenue along the northerly end of the school or two parking lots in Stagg Field across St. Cloud Avenue from the School. In the morning to minimize traffic in front of the school from motorists exiting those two driveways, there will be turn prohibitions at each from 8:00 a.m. to 9:00 a.m. on School Days. Left turns will be prohibited out of the southerly driveway and right turns will be prohibited out of the northerly driveway. If you have any questions on these regulations please contact me.
