Show all pages1 14-18 January 9, 2018 RESOLUTION AUTHORIZING APPLICATION AND RECEIPT OF NEW JERSEY DEPARTMENT OF ENVIRONMENTAL PROTECTION SITE REMEDIATION PROGRAM HAZARDOUS DISCHARGE SITE REMEDIATION FUNDS TO BE UTILIZED FOR THE COST OF THE REMEDIAL INVESTIGATION WORKPLAN, REMEDIAL INVESTIGATION, REMEDIAL ACTION WORKPLAN, AND UNDERGROUND STORAGE TANK REMEDIAL ACTION AT 18 CENTRAL AVENUE, BLOCK 9, LOT 36 AND 4 TOMPKINS STREET, BLOCK 7, LOT 22 WHEREAS, the Township of West Orange (the “Township”) desires to make application for and receive funds from the New Jersey Department of Environmental Protection (the “DEP”) Site Remediation Program through the Hazardous Discharge Site Remediation Funds (the “HDSRF”) Program for funding the cost for: (1) the Remedial Investigation Workplan (the “RIWP”), (2) Remedial Investigation (the “RI”), (3) Remedial Action Workplan (the “RAWP”), and (4) the Underground Storage Tank (the “UST”) Remedial Actions (collectively the “Plan”) for 18 Central Avenue, Block 9, Lot 36, and 4 Tompkins Street, Block 7, Lot 22 (the “Selecto-Flash Properties”); and WHEREAS, the Plan is necessary to investigate and remediate the Selecto-Flash Properties including the removal of two (2) USTs; and WHEREAS, pursuant to Resolution 121-16, the Township has appointed Matrix New World (“Matrix”) as its LSRP for the Selecto-Flash Properties; and WHEREAS, Matrix has prepared the application for the HDSRF grant, annexed hereto as Exhibit “A;” and WHEREAS, the actual costs of the Plan have not yet been determined, but Matrix has provided an estimated not to exceed amount as set forth in the application including: (1) $375,000 for the Brownfield Development Area Grant for the Plan related to the property at 18 Central Avenue, which includes $38,000 towards to the removal of an UST; and (2) $21,000 for the Recreation and Conservation Grant for removal of an UST at 4 Tompkins Square; and WHEREAS, the HDSRF grant covers 100% of the costs related to the RIWP, RI, and RAWP included in the HDSRF grant application; and WHEREAS, the HDSRF grants cover 75% of the remedial action costs related to the removal of USTs leaving the Township to cover the remaining 25% of the remedial action costs related to the removal of the USTs, including the following estimated amounts: (1) $9,500 towards the costs for removing the UST at 18 Central Avenue; and (2) $5,250 towards the costs for
action costs related to the removal of the USTs, including the following estimated amounts: (1) $9,500 towards the costs for removing the UST at 18 Central Avenue; and (2) $5,250 towards the costs for removing the UST at 4 Tompkins Square; and
