Show all pages65-18 February 6, 2018 R E S O L U T I O N WHEREAS, the Township of West Orange contracted with Hamal Associates, Harold K. Maltz, P.E., 19 Porter Road, West Orange, N.J. to perform a traffic signal warrant study and analysis for the intersection of Pleasant Valley Way, a County Road, with Alisa Drive/Lakeview Drive; and WHEREAS, the study concluded a warrant was met for the installation of a traffic signal at that intersection; and WHEREAS, Essex County Engineering Division reviewed the study and analysis and concurred with its findings and recommendations; and WHEREAS, Essex County requires the Township enter into an Agreement with the County which specifies the obligations of each party with respect to the design, construction and the maintenance of the traffic signal and the cost obligation of each party for the design and construction of the traffic signal which the County will include in its 2018 Capital Improvement Budget; and WHEREAS, the County requires the Township to pay for two thirds of the estimated $350,000 cost for the design and construction of the traffic signal; and WHEREAS, the West Orange Board of Education expressed a willingness to pay for one third of the project's cost; and WHEREAS, the obligation of the Board of Education to pay for their share of the costs must be specified in a separate cost sharing agreement between the Township of West Orange and the West Orange Board of Education; and WHEREAS, the Township desires to move forward with this project since Alisa Drive provides access and egress to the West Orange High School, the sports facilities at the High School, Degnan Park and the Toby Katz Community Center; and
