158-18 June 26, 2018 R E S O L U T I O N WHEREAS, the Township of West Orange desires to replace the artificial turf field and all weather running track at the stadium at the West Orange High School which was installed in Summer 2004; and WHEREAS, the existing artificial turf field is a Field Turf product and the all-weather track is a Beynon Product both manufactured by Field Turf, Inc., 7445 Cote-de-Liesse Road, Suite 200, Montreal Quebec, Canada H4T1G2; and WHEREAS, if the existing artificial turf field is replaced with a comparable Field Turf product the existing stone base and drainage system will not need to be replaced; and WHEREAS, to facilitate Boards of Education and government agencies, including municipalities replacing their fields and running tracks without the need to prepare plans, specifications and public bid documents, Field Turf provided pricing to a National Cooperative Purchase Network known as the Keystone Purchasing Network (KPN) in Pennsylvania; and WHEREAS, New Jersey Municipalities and Boards of Education may join the KPN; and WHEREAS, Field Turf provided the Township of West Orange with the following price quotation dated June 14, 2018 to replace the artificial turf surface and all weather running track at the stadium at the West Orange High School; and Artificial Turf Field Remove & Dispose Existing Turf Field: $ 72,254.20 Laser Regrade Stone Layer: $ 13,374.57 Field Turf Core-57 $322,366.02 Markings for Football, Men’s & Women’s Lacrosse $ 0.00 Center Logo $ 10,100.00 End Zone Letters $ 37,774.00 Gmax Testing $ 1,515.00 Groom Right & Sweep Right $ 7,575.00 Performance & Payment Bond $ 4,744.01 Subtotal Artificial Turf Field $469,702.80 All Weather Running Track Clean, Power Wash, Repair, Resurface, Line Marking $265,125.00 Performance and Payout Bond $ 2,705.09 Subtotal Artificial Turf $267,830.09 PROJECT TOTAL $737,532.89 WHEREAS, the Municipal Engineer and the Township Purchasing Agent reviewed the costs associated with installation of the same Field Turf artificial turf and running track product at other locations in Northern New Jersey; and
WHEREAS, both the Municipal Engineer and the Purchasing Agent determined the pricing through the KPN was competitive with the bidding process used by other entities in Northern New Jersey especially when considering that the cost of plans, specifications and public bid documents was avoided; and WHEREAS, the Township complied with the State requirements for purchasing through National Cooperatives including cost savings over the competitive bid process, compliance with “fair and open” criteria and published a Notice of Intent of Award a Contract under a National Cooperative Purchasing Agreement; and WHEREAS, the Township Council approved Resolution No. 147-18 on June 12, 2018 which authorized a Shared Services Agreement with the West Orange Board of Education to share in the cost of the artificial turf field and all weather running track improvements at the West Orange High School; and WHEREAS, on June 12, 2018 the Township Council adopted Ordinance No. 2544-18 which authorized funding of $800,000 for the all-weather track and artificial field improvements at the West Orange High School; and WHEREAS, the funds for this project will be available on July 5, 2018; and WHEREAS, the Municipal Engineer recommends awarding a contract to Field Turf for the replacement of the artificial turf field and all weather running track at the stadium at West Orange High School; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that a contract for the removal and replacement of the artificial turf field and removal and replacement of the all-weather running track at the stadium at the West Orange High School be awarded to Field Turf, 7445 Cote-de-Liesse Road, Suite 200, Montreal Quebec, Canada H4T1G2 in accordance with their proposal dated June 14, 2018 which complies with their proposal to the Keystone Purchasing Network for a fee of $737,532.89. BE IT FURTHER RESOLVED by the Township Council of the Township of West Orange that the award of this contract and the issuance of a Purchase Order for this work is contingent upon funds being available on July 5, 2018.
