120-13 June 11, 2013 RESOLUTION WHEREAS , the Township of West Orange advertised for bids pursuant to the New Jersey Local Public Contracts Law (N.J.S.A. 40A: 11-1 et seq) for Lighting Improvements, West Orange High School, Joseph Soriano Track and Football Field, Conforti Avenue and Carteret Street; and WHEREAS , at the date, time and place advertised for the opening of said bids, Tuesday, April 16, 2013 at 3:30 P.M. in the Council Chambers of the West Orange Municipal Building, the Township did receive three (3) bids; and WHEREAS , the Bid Documents contained a Base Bid and three Alternates No. 1, No. 2 and No. 3; and WHEREAS , the Base Bid was the cost for providing and installing all equipment to maintain a lighting level of 50 footcandles across the field; and WHEREAS , Alternate No. 2 was a deduction from the Base Bid should the Township provide equipment as manufactured by Musco Sports Lighting, LLC of Oskaloosa, Iowa to maintain a lighting level of 50 footcandles across the field; and WHEREAS , Alternate No. 1 and Alternate No. 3 were similar to the Base Bid and Alternate No. 2 except the lighting equipment specified was to maintain a 30 footcandle lighting level across the field; and WHEREAS , the Municipal Engineer by letter dated June 4, 2013 determined the least expensive manner to provide lighting for the Joseph Soriano Track and Football Field was for the Township of West Orange to supply equipment as manufactured by Musco Sports Lighting, LLC and purchased through a National Cooperative Purchasing Network known as the Keystone Purchasing Nerwork (KPN); and WHEREAS , the same letter recommends providing a maintained lighting level of 50 footcandles which meet or exceed the minimum lighting requirements for lacrosse, football and soccer; and
WHEREAS , the Municipal Engineer recommends the selection of the Base Bid of $267,000.00 and Alternate No. 2 which is a deduct of $156,000.00 for a net amount of $111,000.00 as submitted by Quality Electrical Construction, Co., 290 Laurel Avenue, West Keansburg, New Jersey 07734 who is the lowest responsible bidder; and WHEREAS , the cost of the equipment to be purchased by the Township from Musco Sports Lighting, LLC through the KPN to maintain a 50 footcandle lighting level is $146,734.00 which brings the project’s cost to $257,734.00 or $9,266.00 less than the cost if Quality Electrical Construction, Co., supplied the lighting equipment; and WHEREAS , the Township Council concurs with recommendation of the Municipal Engineer as contained in his June 4, 2012 letter. NOW, THER EFORE BE IT RESOLVED by the Township Council of the Township of West Orange that the contract for the West Orange High School, Joseph Soriano Track and Football Field Lighting Improvements, Conforti Avenue and Carteret Street is hereby awarded to: QUALITY ELECTRICAL CONSTRUCTION CO. 290 LAUREL AVENUE WEST KEANSBURG, NEW JERSEY 07734 in the amount of $111,000.00 for the Base Bid and Alternate No. 2 ($267,000.00 less $156,000.00). BE IT FURTHER RESOLVED that Certified Checks and/or Bid Bonds of all except the lowest responsible bidder be forth with returned and the Mayor and Township Clerk be and they hereby are respectively authorized to execute and attest a contract.
