69-22 April 5, 2022 RESOLUTION WHEREAS, the Township of West Orange obtained the services of CME Associates of Monmouth Junction, New Jersey and Manal Baba, Licensed Site Remediation Professional (LSRP) and formerly of T&M of Middletown, New Jersey to provide professional services to remediate contaminated soil and groundwater at the Public Works Building, 25 Lakeside Avenue, associated with a former leaking underground storage tank; and WHEREAS, to comply with New Jersey’s Site Remediation Reform Act and administrative and technical requirements for this site, additional professional remediation services are required; and WHEREAS, to meet the requirements of the Site Remediation Reform Act the soil which is the source of the soil and groundwater contamination must be removed; and WHEREAS, the goal of this work is for the LSRP to issue a Response Action Outcome (RAO) which will state that contaminated areas of concern were remediated in accordance with the applicable regulations, and that no further remedial action is required; and WHEREAS, the firm of CME Associates prepared a proposal dated February 2, 2022 to provide the following five services: Task 1: Soil Remediation – Excavation and Post – Excavation Soil Sampling Task 2: Monitor Well Gauging and Sampling (Four Rounds) Task 3: Temporary Wells Installation and Groundwater Sampling – Vertical and Horizontal Delineation Task 4: Well Abandonment (3 Wells) and Installation of Replacement Wells (1 Well) Task 5: Reporting, Management, Classification Exception Area (CEA) Application and Groundwater Remedial Action Permit and Issuance of Response Action Outcome (RAO) for a fee not to exceed $145,420.00 WHEREAS, CME Associates responded to the Township’s Request for Professional
