183-13 September 17, 2013 RESOLUTION WHEREAS, the Township of West Orange (the “Township”) is the owner of real property known as Block 170, Lots 13, 15.03 and 17 on the Tax Map of the Township commonly known as 590 Mt. Pleasant Avenue (the “Property”); and WHEREAS, the Township utilizes the Property as an integral part of its Recycling Program; and WHEREAS, the operations conducted at the Property include the composting of leaves, the processing of vegetative wood waste and operating a recycling convenience center for West Orange residents for mixed paper, cardboard, and commingled containers; and WHEREAS, the Township requires the services of a firm to operate the Recycling Center for Class B materials, exempt wood, Class C materials, exempt compost and to operate the Recycling Center for the collection and processing of mixed paper, cardboard and commingled containers; and WHEREAS, in July 2013 , the Township, utilizing the competitive contracting provisions of the Local Public Contracts Law, N.J.S.A. 40A:11-4.1 through 4.5, advertised a Request for Proposal (“RFP”) entitled “Request for Proposal for Operation of the Township of West Orange Recycling Center” in order to enter into a Contract to operate the West Orange Recycling Center (the “Contract”); and WHEREAS, the RFP sought proposals for a term of three (3) years with two (2) one- year options; and WHEREAS, the Township received a single proposal in response to the RFP from Reliable Wood Products, LLC (“Reliable Wood”) of One Caven Point Road, Jersey City, New Jersey, 07305 (the “Proposal”); and

WHEREAS, a copy of the Proposal is available for inspection at the Township Purchasing Department, 66 Main Street, Room 111; and WHEREAS, the Proposal includes payment to the Township as follows: $8,506.00 monthly (totaling $102,072.00 annually), for the three-year period commencing October 1, 201 3 and ending September 30, 2016; $9,006 monthly (totaling $108,072.00 annually) for the first optional one-year period, commencing October 1, 2016 and ending September 30, 2017; and $9,006 monthly (totaling $108,072.00 annually) for the second optional one-year period, commencing October 1, 2017 and ending September 30, 2018; and WHEREAS, the Township Purchasing Agent has determined that the Proposal is responsive and compliant to the specifications contained within the Township’s RFP; NOW, THEREFORE BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE that the Contract be and hereby is a warded to Reliable Wood Products, LLC of One Caven Point Road, Jersey City, New Jersey 07305 to provide services in accordance with the Township’s RFP for operation of the Township recycling center and in compliance with the payment schedule in Reliable’s Proposal, for the three-year period commencing October 1, 2013 and ending September 30, 2016, with two (2) options to provide these services for one additional year.
