This facility is to be located within Middle Smithfield Township, Monroe County. · '· This yard.waste compo~t site isl~ be operated under the Department's "Leaf anq Yard W~ste ··- Guidelines," (r.evised 4/97). Please note the following approval conoitions: Part I - General Conditions :- .. A. Access control 1. Operations L No person or municipality shall bring to orreccive any T!laterials at a leaf composting facility other than: leaves, grass, shrubbery and tree lrl!I\fi1ings that ba\'e been shredded or chipped; unless shredding or other chipping iS provided at the facility, and similarrel?ted yard debris. 2. Grass clippings shall not be brought lo or received at a le~f composting facility unless: a. The grass clippin!l8 are delivere·d to the yard waste composting facility in bulk. Bags or other collection containe1~ must be emptied of all g1~ss . clippings, delivered to the composting facility by the etJ~ Qf each day. b..
