R E S O L U T I O N WHEREAS, the Township of West Orange obtained the services of CME Associates of Monmouth Junction, New Jersey and Manal Baba, Licensed Site Remediation Professional (LSRP) and formerly of T&M of Middletown, New Jersey to provide professional services to remediate contaminated soil and groundwater at the Fire House No. 4, 280 Pleasant Valley Way, associated with a former leaking underground storage tank, piping and fuel dispenser; and WHEREAS, a new area of concern was discovered at the Fire House No. 4; and WHEREAS, during excavation activities, underground piping was exposed indicating that an old fuel pumping island was located at the front of the garage doors; and WHEREAS, based on recent groundwater results, a rebound in contaminant concentrations were shown; and WHEREAS, the New Jersey Department of Environmental Protection (NJDEP) was notified of the discharge at the Fire House No. 4; and WHEREAS, the NJDEP issued new case # 23-01-19-1312-46; and WHEREAS, to comply with New Jersey’s Site Remediation Reform Act and administrative and technical requirements for this site, additional professional remediation services are required; and WHEREAS, the goal of this work is for the LSRP to issue a Response Action Outcome (RAO) which will state that contaminated areas of concern were remediated in accordance with the applicable regulations, and that no further remedial action is required; and WHEREAS, the firm of CME Associates prepared a proposal dated October 9, 2023 to provide the following four services: Task 1: Well Installation and Sampling Task 2: Monitoring Well Gauging and Sampling (Semi-Annual - Two Rounds) Task 3: Application of High Vacuum Extraction (HVE) Treatment System – Four Rounds Task 4: Reporting and Management

for a fee not to exceed $92,600.00; and WHEREAS, CME Associates responded to the Township’s Request for Professional Qualifications 2024; and WHEREAS, the Municipal Engineer finds the proposal acceptable; and WHEREAS, sufficient funds exist for this work; and WHEREAS, the Township Council concurs in the foregoing NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that a Professional Services contract be awarded to CME Associates, 3759 Highway 1 South, Suite 100, Monmouth Junction, New Jersey 08852, Manal Baba, LSRP, to provide professional services associated with the remediation of contaminated soil and groundwater at the Fire House No. 4, 280 Pleasant Valley Way from a former leaking underground storage tank, underground piping and fuel dispenser in accordance with their proposal dated October 9, 2023 for a fee not to exceed $92,600.00.
