Section 1 Executive Summary Experience dictates that the best municipal engineering team is always responding to the needs of the Township. Traffic Signal Design, Timing, Operation and Modification Our general approach to new traffic signals and traffic signal modifications is a four-step process: project the traffic volumes for the implementation year, run Highway Capacity and Synchro Analyses to determine optimal signal timing, layout above ground plan for client approval, and complete plans, specifications, and engineering certifications. Maintenance and Protection of Traffic Plans (MPTs), Specifications and Estimates Neglia considers the context of capital improvements; the coordination of managing traffic is a key determinant on the feasibility of a project and increased cost due to overnight construction-if needed. Neglia makes a sincere effort to learn the needs of the area in which the work will be performed. For instance, if roadway work affects a shopping area, then construction staging and detour routes need to be implemented, this way a balance is achieved between the needs of the project and the needs of the affected community. We routinely submit MPT plans to state agencies for public and private projects. We can produce digital products in both AutoCAD and MicroStation formats. Accident Analysis and Countermeasure Development for High-Frequency Locations Upon receipt of accident data, the accident data is plotted out by type on a sketch of the location in question. The data set usually covers a three (3) year or a ten (10) year period. Once plotted, the accident location and frequencies help to visualize the predominant cause of accidents.
