111-24 March 26, 2024 RESOLUTION WHEREAS, the Township of West Orange (the “Township”) issued a Request for Bid Proposal for the award of a Contract for Janitorial Maintenance Services (the “Agreement”) at several municipal buildings owned by the Township; and WHEREAS, on November 28, 2021, the Township received eleven (11) bids in response to the Request for Bid Proposal; and WHEREAS, on December 13, 2023, the Township Council rejected a proposed resolution awarding the Contract; and WHEREAS, on February 13, 2024, the Township Council adopted Resolution # 65-24 officially rejecting the eleven bids submitted to the Township to allow the Township to amend the bid specifications set forth in the Request for Bid Proposals and rebid the Contract; and WHEREAS, on February 22, 2024, the Township issued a revised set of bid specifications in its Request for Bid Proposal for Janitorial Maintenance Services Re-Bid; and WHEREAS, on March 12, 2024, the Township received thirteen (13) bids in response to the Request for Bid Proposal for Janitorial Maintenance Services Re-Bid, including: (1) ACB Services Inc. from Cream Ridge, New Jersey with a bid price of $131,0400 per year, with additional optional hourly rates of $30.00 per hour for buffing floors and $30.00 per hour for shampooing carpeting; (2) Neat Freekz Cleaning Services from Newark, New Jersey with a bid price of $74,416 per year, with additional optional hourly rates of $35.00 per hour for buffing floors and $23 per hour for shampooing carpeting; (3) Best Cleaning Building Service Inc. from Ridgefield, New Jersey with a bid price of $172,800 per year, with additional optional hourly rates of $28.00 per hour for buffing floors and $23.00 per hour for shampooing carpeting;

2 (4) Hudson Community Enterprises from Jersey City, New Jersey with a bid price of $175,634.73 per year, with additional optional hourly rates of $27.00 per hour for buffing floors and $27.00 per hour for shampooing carpeting; (5) PJ Building Cleaning, LLC from Hackensack, New Jersey with a bid price of $67,900 per year, with additional optional hourly rates of $50.00 per hour for buffing floors and $50.00 per hour for shampooing carpeting; (6) S.J. Services, Inc. from Danvers, Massachusetts with a bid price of $157,336 per year, with additional optional hourly rates of $32.00 per hour for buffing floors and $32.00 per hour for shampooing carpeting; (7) TopHounds Cleaning LLC from Orange, New Jersey with a bid price of $87,000 per year, with additional optional hourly rates of $37.00 per hour for buffing floors and $150.00 per hour for shampooing carpeting; (8) Nationwide Cleaning & Restoration Services, Inc. from Jersey City, New Jersey (“NCR”) with a bid price of $61,750 per year, with additional optional hourly rates of $50.00 per hour for buffing floors and $40.00 per hour for shampooing carpeting; (9) Maintenance Mart from Morganville, New Jersey with a bid price of $85,8000 per year, with additional optional hourly rates of $20.00 per hour for buffing floors and $20.00 per hour for shampooing carpeting;

3 (10) Cleaning Service of Hudson Valley from Garnerville, New York with a bid price of $96,000 per year, with additional optional hourly rates of $27.00 per hour for buffing floors and $27.00 per hour for shampooing carpeting; (11) IDart Solutions Group from Maywood, New Jersey with a bid price of $215,000 per year, with no bid for the additional optional hourly rates for buffing floors and an additional optional hourly rate of $100.00 per hour for shampooing carpeting; (12) Planned Building Services from Parsippany, New Jersey with a bid price of $143,280 per year for the first year of the contract and $151,320 per year for the second year of the contract, with additional optional hourly rates of $45.00 per hour for buffing floors and $45.00 per hour for shampooing carpeting; and (13) Priority Group Services from Newark, New Jersey with a bid price of $2,602,700 per year, with no bids for the additional optional hourly rates for buffing floors and shampooing carpeting; and and WHEREAS, NCR submitted the lowest bid at an annual rate of $61,750.00 in response to the Township’s Request for Bid Proposal for Janitorial Maintenance Services Re-Bid for award of the Contract pursuant to the terms set forth therein and annexed hereto as Exhibit “A;” WHEREAS, the term of the Contract shall be for a term of two (2) years commencing on April 1, 2024 with an option to extend the Contract for one additional year; and WHEREAS, the Agreement incorporates the terms and conditions set forth in the Township’s Request for Bid Proposal for Janitorial Maintenance Services Re-Bid and NCR’s bid. NOW, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE that the Township shall award the Contract to NCR

4 consistent with the terms and conditions set forth in the Contract, annexed hereto as Exhibit “A;” and it is further RESOLVED, that the Mayor be and is hereby authorized to execute the Agreement on behalf of the Township and the Municipal Clerk be and is hereby authorized to attest to the Mayor’s signature; and it is further RESOLVED, that the original of the Agreement between the Township and NCR shall be maintained in the Municipal Clerk’s office.
