Pleasant Avenue, Suite 2370 Livingston, NJ 07039 Re: Proposal for Colonial Woods Drive Drainage System Assessment Springfield Township, Union County, New Jersey Dear Mr. Trenk: As requested, and in response to our virtual meeting on March 27, 2024, Greenman-Pedersen, Inc. (GPI) is pleased to provide professional services to Trenk Isabel Siddiqi & Shahdanian in the above referenced matter. This work effort will be lead Thomas Lemanowicz, P.E., P.P., C.M.E. of our Morris Plains office, supported by the GPI staff as required. It is our understanding that the residents along Colonial Woods Drive have been experiencing basement flooding with the heavier rain events over the last few months. It is also our understanding that the Township has not released the developer’s performance bonds for reasons that include the flooding issues. In an effort to respond to the developer’s request to release the performance bond, the Township of West Orange desires an engineering review of the site’s stormwater facilities against the documents approved by the Planning Board, as subsequently revised and approved by the Township., if applicable. We anticipate the following Scope of Work: 1. Review the timeline of the application before the approving municipal board to determine the regulations relating to stormwater facility design that were in place and applicable to the development. It appears that the stormwater management regulations under NJAC 7:8 may have become effective during the time that this project was under review by the Township. 2. Perform a site visit to observe the condition of the stormwater facilities and the general grading of the development. 3. Review communications from residents with respect to the flooding. 4. Review the occurrences of flooding with Township personnel who may have responded to the site. 5. Review publicly available rainfall data to assess the storm characteristics that triggered the flooding. 6. Review the As-Built Survey by Matarazzo Engineering LLC against the design plans by CG Stewart Associates, Inc., to assess the compliance of the constructed improvements to the design

Review the Stormwater Management Report that was part of the application of the development to determine if it was consistent with the applicable regulations and industry standards. If Professional Land Surveying services are required, this proposal will be amended. In completing this Scope of Work, we would request your assistance in providing the following documents: A. A signed and sealed copy of the As-Built survey by Matarazzo. B.
