Ms. Zayibeth Carballo Township of West Orange Re: Professional Engineering Services Stop Control and All Way Stop Analysis 16. 17. October 24, 2024 Page 2 Mississippi Ave. And Maple St. Dartmouth Road and Winding Way . It is the intent of this analysis to evaluate the existing field conditions in conjunction with the Manual on Uniform Traffic Control Devices (MUTCD), Section 2B.11, Minor Road Stop Control and Section 2B.12, All-Way Stop Control guidance, in order to evaluate the viability of implementing an All-Way stop condition at this location. We anticipate that performing the following tasks will be included in the Stop Control Analysis:         Perform site visits and inventory existing conditions Collect and Evaluate AM and PM Peak Hour Vehicular, Bus, Truck, and Pedestrian Traffic Volume Data through Manual Turning Movement Counts at the Unsignalized Intersections during a mid-week weekday for 4 AM hours and 4 PM hours Request and review crash data for the last three years from the Township Police Department and the NJDOT’s Safety Voyager Evaluate the field conditions and the data collected in accordance with the engineering study criteria set forth in the MUTCD Section 2B.11, Minor Road Stop Control, relative to crashes and minimum volumes Review the need to control left-turn conflicts at the intersection Review the need to control vehicle and pedestrian conflicts at the intersection Review available sight distance at the intersection in accordance with AASHTO standards Prepare a Summary Report of the MUTCD Stop Control Analysis including recommendations Total Lump Sum Fee for Stop Control Analysis Services ........... $31,186.00 We anticipate that performing the following tasks will be included in the All-Way Stop Analysis:    Perform site visits and inventory existing conditions Collect and Evaluate AM and PM Peak Hour Vehicular, Bus, Truck, and Pedestrian Traffic Volume Data through Manual Turning Movement Counts at the Unsignalized Intersections during a mid-week weekday for 13 hours 6am – 7pm Request and review crash data for the last three years from the Township Police Department and the NJDOT’s Safety Voyager S:\West Orange\Proposals\24110-24 West Orange Stops AW Stops.docx
