Carballo Director/Municipal Engineer Township of West Orange 25 Lakeside Avenue West Orange, NJ 07052 RE: Proposal to Provide Professional Engineering Services for Stop Control and All-Way Stop Analysis at Various Locations Township of West Orange, Essex County, NJ Dear Ms. Carballo: This scope of services is relative to the above-referenced analyses as per the Township’s RFP dated October 8, 2024. The following tasks will be performed as a part of the traffic study: I. STOP CONTROL ANALYSIS a. Field View – A field view will be performed at each of the fourteen (14) study intersection locations to observe existing road and traffic conditions. Notations of existing physical characteristics of the road system (e.g., road/lane widths, parking, speed limits and other signing, sight distances/restrictions, lighting, crash debris, etc.) will be made. Photographs (digital) of each approach will be collected as a part of the field view. The fourteen intersections are listed as follows: 1. Lancaster Terrace and Manchester Road 2. Manchester Road and Westminster Terrace 3. Normandy Terrace and Manchester Road 4. Cheshire Terrace and Nottingham Road 5. Devonshire Terrace and Nottingham Road 6. Nottingham Road and Normandy Terrace 7. Westminster Terrace and Nottingham Road 8. Brook Place and Mount Pleasant Place 9. Vosseler Ct and Vosseler Terrace 10. Sylvan Place and Burnett Terrace 11. Gilbert Place and Bradford Ave 12. Devon Drive and Mountain Way 13. Mountain Way S and Mountain Way 14. Cullen Drive and Carlson Road b. Traffic Data – Classified intersection turning movement traffic counts will be collected at each of the fourteen (14) study intersection locations.
