Review Crash Data – Available crash data attached to the RFP and available crash history from NJDOT’s Safety Voyager system (last 3 full years of available information) will be reviewed to confirm if significant crash data is present. The review will identify trends identifying the predominant crash types at each intersection. Crashes will not be plotted or analyzed. d. Prepare Technical Memorandum – A Technical Memorandum will be prepared to include a discussion of each intersection. Information outlined will include: II. Field view observations Traffic counts (summarized by peak hour and graphically plotted) Findings and recommendations consistent with the 2023 (11th edition) MUTCD ALL WAY STOP WARRANT ANALYSIS An All-Way STOP Warrant Analysis will be performed in accordance with the new 2023 MUTCD guidelines (11th Edition) for the three (3) intersections listed below: - Lowell Avenue and Mountain Way and Luddington Road Mississippi Avenue and Maple Street Dartmouth Road and Winding Way Work will include the following: a. Field View – A field view will be performed at each of the three (3) study intersection locations to observe existing road and traffic conditions. Notations of existing physical characteristics of the road system (e.g., road/lane widths, parking, speed limits and other signing, sight distances/restrictions, lighting, crash debris, etc.) will be made. Photographs (digital) of each approach will be collected as a part of the field view. b. Review Available Crash History – GPI will review recent crash history (last 3 full years of available information) obtained from the West Orange Police Department to confirm if significant crash history is present. NJ Safety Voyager will also be utilized to review crash history for most recent full three (3) years of available crash records. The review will identify trends regarding the predominant crash types at each intersection. Crashes will not be plotted or analyzed. c.
