LEPORE Municipal Engineer Director of Public Works 350-23 TOWNSHIP OF WEST ORANGE 25 LAKESIDE AVENUE, WEST ORANGE, N.J. 07052 DEPARTMENT OF PUBLIC WORKS Tel: (973) 325-4160 Fax: (973) 669-9588 Email: Engineering@westorange.org September 25, 2023 Mayor and Township Council Municipal Building 66 Main Street West Orange, New Jersey 07052 RE: AWARD OF PROFESSIONAL SERVICES CONTRACT REMEDIAL INVESTIGATION DEPARTMENT OF PUBLIC WORKS, 25 LAKESIDE AVENUE TOWNSHIP OF WEST ORANGE, ESSEX COUNTY, NEW JERSEY NJDEP CASE # 22-07-27-1645-19 AND 22-11-14-1414-25 NJDEP SRP PI# 014423 Mayor McCartney, Council President Williams and Council Members, CME Associates of Monmouth Junction, NJ is contracted to provide Professional Environmental and Licensed Site Remediation Professional (LSRP) Services at the Public Works Building located at 25 Lakeside Avenue. Matrix New World of Florham Park, NJ conducted a Preliminary Assessment Report of this property associated with this parcel’s redevelopment back in August 2022. As a result, new areas of concern were discovered at the site. Manal Baba of CME Associates is the Licensed Site Remediation Professional (LSRP) and she and her firm performed additional site investigations of the 21 areas of concern (AOC) identified by Matrix New World. CME conducted the site investigation in accordance with NJDEP requirements and guidance documents. Soil samples were collected and groundwater samples were obtained from temporary well points located in close proximity to the AOC’s. Based on the results of the sile investigation sampling, a remedial investigation of the impacted AOC’s and delineation of impacted soil and groundwater at the site is required. Attached, please find a proposal from CME Associates dated April 14, 2023 to conduct a remedial investigation of eight (8) impacted areas of concern to satisfy the New Jersey Department of Environmental Protection (NIDEP) requirements.
