EVAN M. JACOBS, PE, PP, CFM Civil / Traffic Engineer Professional Qualifications Evan Jacobs is a civil engineering project manager with 17 years of experience managing, designing and overseeing the construction of a multitude of land development projects. He is well-versed in all aspects of the design of public and private land development, site planning, grading and earthwork management, drainage and stormwater management, utility design, land use permitting, municipal board approvals and preparation of construction documents for public bidding. ROB R. FIORILE Ecological Services Professional Qualifications Rob Fiorile is a Senior Scientist with more than 30 years of experience working in the environmental field. Responsible for the completion of environmental reviews, ecological studies/surveys, natural resource inventories, and State and Federal environmental permit applications, Rob has served various client types with an emphasis on environmental assessments and impact statements in accordance with the National Environmental Policy Act (NEPA), as well as NY and NJ State environmental review regulations. He is also highly skilled in preparing permit applications for complex projects involving activities regulated under various State’s freshwater wetlands protection programs, flood hazard area control programs, coastal zone management programs, and U.S. Army Corps of Engineers Section 10 and 404 programs. These include a living shoreline, saltmarsh restoration, and invasive species eradication. The project will ultimately buffer the wetland complex from continued erosion from the tidal action of Newark Bay, improve flood control for the adjoining upland areas in the City of Newark, and restore the natural habitat. Shark River Park Stream Restoration, NJ – Responsible for the preparation and submission of grant applications to the New Jersey Department of Environmental Protection to request funding under the State 319(h) Grant Program to restore a severely eroding section of an unnamed stream situated within Shark River Park.

TOM C. DEMICHELE, LSRP Environmental Services Professional Qualifications Tom DeMichele is a Licensed Site Remediation Professional (LSRP) with over 32 years of experience in environmental investigation and remediation services. His experience includes planning and directing soil, surface water, groundwater, and bedrock investigations for environmental projects, and oversight of underground storage tank (UST) and aboveground storage tank (AST) decommissioning in accordance with federal, state, and local regulations. Well-versed in complex environmental and engineering programs requiring detailed cost-control programs and multi-disciplinary staffing, his investigative experience includes environmental characterization studies relative to hazardous waste screenings, preliminary assessments (Phase I), site investigations (Phase II), remedial investigations and feasibility studies (Phase III), UST/AST investigations, and environmental impact statements (EIS). Tom is licensed by the State of New Jersey as a subsurface evaluator and closure specialist for UST services. WYNESS, PLS Surveying Professional Qualifications Bert (Bert) Wyness has more than 37 years of experience in the survey field and a prior eight years in the electrical and electronic engineering discipline. He is experienced in and knowledgeable of land survey techniques, including topographic surveys, boundary surveys, geodetic control surveys, aerial photo control surveys, and writing of legal descriptions. Bert is also experienced in hydrographic and marine geophysical surveys, including multi-beam and single-beam survey collection and processing procedures, as well as side-scan, sub-bottom, and magnetometer survey collection and processing procedures. Bert Wyness is knowledgeable of survey standards and principles, project and department management relating to land and hydrographic survey missions, workflow, and logistic design.
