Heyer, Gruel & Associates is a community planning consulting firm providing a wide range of planning services to over 40 municipalities throughout the State of New Jersey. We believe our firm is well qualified to provide affordable housing planning services to the Township. The firm’s qualifications are detailed in our RFQ submission documents. Susan S. Gruel would serve as Affordable Housing planner for the Township. She has extensive experience working with municipalities, municipal planning experience including experience in affordable housing and preparing affordable housing plans. Additional staff will be utilized as necessary. Our fee for preparation of a draft Housing Element & Fair Share Plan and a Spending Plan in accordance with the recently amended Fair Housing Act would not exceed $43,500 billed at the attached hourly rates. Our scope would include preparation of the Plans and one kickoff meeting with Township representatives. All other meetings including public hearings would be billed at our hourly rates and would not be under the cap. We anticipate that it would take between 4-6 months to prepare draft Plans and, as we discussed, would not meet the June 30 deadline.
