Statement of Decorum In all matters not provided for in subsection 3-15.1 and except upon consent of the Council President, each person addressing the Council pursuant to this subsection shall be required to limit his or her remarks to five (5) minutes and shall at no time engage in any personally offensive or abusive remarks. Ordinances on Second and Final Reading a. 2941-25 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange (Carballo) Restricted Parking Stalls will be established in front of 6 McKinley Avenue, 6 Kling Street, 38 Mitchell Street, and 136 Rollinson Street for the exclusive use of the residents who are in possession of a NJMVC Disability ID and Parking Placard. These Stalls were requested by the residents of each location and are permissible under NJ Statutes Annotated (N.J.S.A.) 39:4-197.7. b. 2943-25 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General, 7-30 Mid-block Crosswalks, and 7-10.2 Stopping or Standing Prohibited During Certain Hours on Certain Streets on Certain Days of the Revised General Ordinances of the Township of West Orange (Carballo) This Ordinance amends Chapter 7, Subsection 29.1, Subsection 30, and Subsection 7-10.2 of the Revised General Ordinances. The ordinance establishes a 20 M.P.H. speed limit on Woodland Avenue, Forest Avenue, Ellis Street, and Redwood Avenue on weekdays between 8AM-10AM and 3PM-5PM in the vicinity of Redwood School when children are normally present. The ordinance deletes a mid-block crossing on Redwood Avenue that has been moved previously to Redwood Avenue and Cannon Street. The ordinance establishes No Stopping or Standing Zones on Woodland Avenue, Redwood Avenue, and Nicholas Avenue during school drop off and pickup hours where parents have been circumventing the established drop off procedure at Redwood School by parking on neighboring streets and creating a safety hazard. This change is part of a larger program to improve visibility and safety within the Redwood School Zone. At all other times, the speed limit on these listed streets will remain at 25 M.P.H. 9.
