Certification No. CME 604 PROFESSIONAL AFFILIATIONS: • American Society of Civil Engineers • National Society of Professional Engineers GENERAL DESCRIPTION OF EXPERIENCE: Responsible for the planning, design and project management of various Public Works projects and site development projects in central and southern New Jersey. Design experience includes preparation of roadway improvement plans, park and recreation plans, site development and subdivision plans, soil erosion and sediment control plans; design and analysis of stormwater collection and management facilities, water distribution systems, sanitary sewer collection systems and sewage pump stations. MUNICIPAL ENGINEERING SERVICES: Mr. Hess has been licensed as a professional engineer and professional planner in the State of New Jersey since 1986. During this time, Mr. Hess has provided municipal engineering services for the Town of West New York, the Townships of Barnegat, Howell, Long Beach, Manchester, Neptune, Ocean, South Orange Village and Stafford; the Boroughs of Beachwood, Berlin, Brielle, Lavallette and Tuckerton; and the City of Long Branch. Mr. Hess has served as the Municipal Engineer, Planning Board Engineer, Land Use Board Engineer, Zoning Board Engineer and Water/Sewer Utility Engineer for various municipalities. He has also been responsible for the preparation of grant applications to fund various roadway, sanitary sewer and water system projects. He has also been responsible for the preparation of Master Plan ReExamination Reports, new Master Plans and Affordable Housing/ Fair Share Plans. Mr. Hess has performed numerous site plan/ subdivision reviews and has been responsible for the management of various capital improvement projects and the coordination /observation of various development projects on behalf of the municipality. Mr. Hess has also provided expert testimony before municipal courts and the Superior Court in Monmouth and Ocean Counties. EXPERIENCE: Engineering Experience: 47 years
