MS4 Mapping Section 1 | Scope of Work Maps application which is available on both IOS as well as Android devices. The forms will be configured utilizing a schema derived from the NJDEP’s Outfall and Inlet inspection form templates. The forms will be designed in a manner to be userfriendly and aid in ease of data collection. As of the date of this proposal, the total number of Township owned and operated outfalls is approximately 172 structures and 3,358 inlets. These outfalls and inlets are critical in preventing flooding, maintaining water quality, and ensuring public safety within the Township's jurisdiction. As part of the NJDEP MS4 Tier A general permit requirements, at a minimum, each outfall is to be inspected every five (5) years, with a minimum of 20% of the total inspected per year, and inlets are required to be inspected annually, with catch basins inspected every 5 years. In this regard, FPA will conduct a comprehensive inspection and evaluation of all 172 outfalls, and 3,358 inlets in the first year in order to assess their current state and identify any signs of erosion, scouring, illicit connections (dry weather flow), and grate compliance. Furthermore, consideration will also be given to factors including the structural condition and general maintenance requirements such as vegetation growth or debris accumulation. Inspections will be conducted with a high accuracy GPS paired with a GIS data collection tablet utilizing the above specified ArcGIS Field Maps forms to collect photos and data fields for field workers to collect pertinent information. Once complete assessments have been conducted on the inlets and outfalls, FPA will provide recommendations if any of the inspected structures require urgent rehabilitation and/or replacement. It is worth noting that the assessment schedule remains contingent on prevailing weather patterns, it is generally required to complete inspections in favorable weather conditions and at least 72 hours after the most recent rainfall event for outfalls. Adverse weather could hinder fieldwork making it difficult for inspectors to access certain sites or properly assess the presence of illicit connections. Specific Conditions A.
