Show all pagesMS4 Mapping Section 1 | Scope of Work In the event a structure grate or manhole needs to be removed, and is in a right of way, FPA will coordinate with municipal staff to provide traffic control and or police presence. The cost associated with traffic control and police is not included as part of this proposal, and if required, can be provided separately. Upon completion of both the desktop mapping and field verification and inspection, FPA will proceed to utilize the collected photos and data to complete entry of the remaining required attributes in the project geodatabase. FPA anticipates utilizing bulk calculation of fields which are identical throughout the dataset as well as calculating fields such as cardinal direction required for conveyance assets. Map Production & Quality Control Quality assurance (QA) and quality control (QC) will include a thorough review of field-collected GPS data, as well as the evaluation of digitized and converted data in ArcGIS Pro. This process will involve validating the accuracy of the GPS data collected during field mapping, ensuring that the locations and attributes of stormwater assets (e.g., pipes, inlets, outlets, and basins) are precise and correctly mapped. QC will also focus on identifying and correcting any discrepancies, gaps, or misalignments between the newly collected GPS data and existing GIS datasets. Special attention will be given to attribute consistency, correct feature classification, and adherence to the NJDEP’s MS4 mapping requirements. Additionally, spatial integrity checks will ensure that assets are properly connected together, and the piping is oriented correctly with proper direction of flow. Any topology errors which include overlaps, misalignments, and gaps will be addressed. This process will also involve checking the digitization and conversion of legacy stormwater data. This will ensure that older datasets have been properly georeferenced, digitized, and integrated into the modern GIS database. QA/QC will also include a verification of schema consistency, the correct assignment of attributes, and compliance with the required metadata standards. Throughout the QA/QC process, feedback will be regularly provided to the field team and digitizers to improve accuracy and minimize the need for rework. As part of the final inventory deliverables, PDF maps in Arch D size (24 x 36 inches) will be

As part of the final inventory deliverables, PDF maps in Arch D size (24 x 36 inches) will be generated of the complete stormwater inventory at a scale of 1 inch = 100 feet or larger. These maps will include inlets and outfalls, the associated conveyance network, and additional key infrastructure components described above. The outfalls and other stormwater features will be labeled alpha numerically with Initial draft maps provided to the Township for review, and feedback will be incorporated into revised versions. After addressing comments and making the necessary revisions, final versions of the PDF maps will be submitted. The maps will be designed for both digital review and large-format printing, ensuring clear, precise representations of the stormwater assets. The map will be based upon the NJOGIS MOD-IV tax parcel layer and will feature streams and waterbodies, roads, The maps will include at a minimum: labeled roadways, tax parcels, streams, waterbodies, and NJDEP mapped wetlands areas. All storm water assets will be shown symbolized and labeled to differentiate between asset type and/or current condition. TASK 2: ESTABLISHMENT OF A TOWNSHIP GIS SYSTEM FPA will conduct a comprehensive licensing audit in collaboration with Township staff to inventory existing Esri products, user accounts, and subscription tiers, if available. In the event the Township has an established GIS system, FPA will utilize the existing resources to configure an interactive Stormwater inventory map. If no existing GIS resources are established for the Township, FPA will coordinate with ESRI to acquire the appropriate ArcGIS Online (AGOL) subscription, ensuring that the organization has sufficient capacity for the MS4 Inventory and any future GIS workloads. It should be noted that in the event licensing is required, fees associated with software acquisition are to be paid directly to ESRI. It is estimated that total licensing costs would be in the range of $1,500-$2,500 per year and were included in the cost for this project for budgetary purposes.
