Show all pages256-25 November 12, 2025 R E S O L U T I O N WHEREAS, the Township of West Orange requires Professional Engineering Services for its Municipal Separate Stormwater Sewer System (MS4) Permit and Compliance; and WHEREAS, N.J.S.A. 40A:11-5(1)(a) of the Local Public Contracts Law provides that any contract or agreement may be made, negotiated or awarded without public advertising for bids and bidding therefore, if the subject matter thereof consists of professional services, are rendered or performed by a person authorized by law to practice a recognized profession; and WHEREAS, the Township Engineer solicited a proposal from French and Parrello Associates (FPA) for professional engineering services; and WHEREAS, the Township of West Orange is required to map all its Municipal Separate Storm Sewer Systems (MS4) for compliance with NJDEP Tier A Stormwater General Permit (Tier A Permit) renewal; and WHEREAS, FPA, 1800 Route 34, Wall Township, New Jersey 07719 submitted a proposal dated October 30, 2025 for GIS Services for MS4 Stormwater Infrastructure Mapping & Watershed Improvement Plan for permit compliance for mapping the rest of the stormwater system that includes manholes, interconnecting pipes, storm drain inlets, groundwater discharge points, stormwater facilities including maintenance yards and ancillary operations and integrating the outfall pipe mapping and inlets into the Geographic Information System (GIS) database for compliance with NJDEP Tier A MS4 current permit cycle in an amount not to exceed $134,100.00 refer to as Task 1 of their proposal; and WHEREAS, the Watershed Inventory Report is due on January 1, 2026 that includes the inventory of ALL stormwater facilities and other relevant information; and
