ARTICLE 2 APPLICATION, PROJECT, AND AWARD 2.1 Application. Application Title: West Orange Township FY24 Safe Streets and Roads for All Funding Application Date: 5/16/2024 2.2 Award Amount. SS4A Grant Amount: $450,000.00 2.3 Federal Obligation Information. Federal Obligation Type: Single 2.4 Budget Period. Budget Period: See Block 6 of Page 1 2.5 Grant Designation. Designation: Planning and Demonstration ARTICLE 3 SUMMARY PROJECT INFORMATION 3.1 Summary of Project’s Statement of Work. Planning and Demonstration Narrative: The project will be completed in one phase. West Orange’s SS4A project will include supplemental planning studies. A lighting study and vulnerable road users (VRU) study involves a coordinated effort to identify potential environmental, and economic impacts while ensuring compliance with federal requirements. Work begins with project scoping to define the purpose, need, and extent of each study. An initial environmental review would assess potential impacts each respective study: Lighting – Impacts of proposed lighting upgrades on wildlife, vegetation, and local ecosystems, while also considering energy efficiency and sustainability; VRU – Identify safety risks, such as high-speed zones or areas lacking safe crossings. Environmental reviews would consider the potential impacts of proposed improvements For lighting, data collection will focus on existing lighting infrastructure including mapping, nighttime visibility, and traffic safety records. For VRU, gathering data on vehicular and pedestrian traffic patterns, crash histories, and existing infrastructure, such as sidewalks, bike lanes, and crosswalks is needed for mapping of vulnerable areas. Field assessments would identify safety risks, such as high-speed zones or areas lacking safe crossings. Based on the data and reports, a final plan will be prepared per the recommendations and findings of these reports. For lighting, identifying areas with insufficient lighting, such as intersections, pedestrian pathways, or high-crash zones is key. Lastly, for the VRU study, the goal would be to understand how pedestrians, cyclists, and other non-motorized users interact with roadways in the study area. 3 of 17
