58-26 February 10, 2026 R E S O L U T I O N WHEREAS, on January 17th and 18th, 2026, two long duration snow and ice storms were predicted to begin in the early hours; and WHEREAS, the Public Works Department along with our contractors were ask to report to work at 1:00 am, January 17th, 2026 and 5 am January 18th 2026; and WHEREAS, the storm consisted of approximately 2-4 inches of snow for each day with over ten hours on January 17th and over sixteen hours on January 18th; and WHEREAS, the temperatures were below freezing from the evening of January 17th forward; and WHEREAS, to keep the roads safe for motorist, the road crews worked diligently for over 24 hours, which out of necessity depleted our road salt supplies; and WHEREAS, pursuant to the Local Public Contracts Law, Emergency Contracts, N.J.S.A. 40A:11.6a the Acting Public Works Director on January 19th, 2026, was provided a quote to purchase salt from an alternate supplier, American Asphalt & Trucking at a cost of $121.50 per ton for a total cost of $61,543.40 as another snow event was predicted and as temperatures stay below freezing areas need to be treated with salt; and WHEREAS, the Acting Public Works Director by letter dated January 20, 2026, recommends paying the costs of this emergency purchase; and WHEREAS, the Department of Public Works did place orders for salt delivery through the state contract vendor on January 18, 2026, but it was not delivered; and WHEREAS, on or about January 23, 2026 NJ State Governor issued a state of emergency due to the impending snow storm starting January 24, 2026 with an additional snow accumulation of 9-13 inches; and
