#95826025.1 168182.012 TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY PUBLIC NOTICE NOTICE OF PENDING CAPITAL ORDINANCE AND SUMMARY The capital ordinance, the summary terms of which are included herein, was introduced and passed upon first reading at a regular meeting of the governing body of the Township of West Orange, in the County of Essex, State of New Jersey (the “Township”), on January 20, 2026. It will be further considered for final passage, after public hearing thereon, at a regular meeting of the governing body of the Township to be held on February 10, 2026 at 7:00 p.m. at the Township Municipal Building, Council Chambers, 66 Main Street, West Orange, New Jersey 07052, in said County. During the week prior to and up to and including the date of such meeting, copies of the full capital ordinance will be available at no cost and during regular business hours at the Township Clerk’s office for the members of the general public who shall request the same. The summary of the terms of such capital ordinance follows: Title: CAPITAL ORDINANCE PROVIDING FOR THE COST OF PRELIMINARY ENGINEERING EXPENSES IN CONNECTION WITH THE GREGORY AVENUE AND LOWELL AVENUE SAFE ROUTES TO SCHOOL PROJECT, BY AND IN THE TOWNSHIP OF WEST ORANGE, IN THE COUNTY OF ESSEX, STATE OF NEW JERSEY; APPROPRIATING $387,047.59 THEREFOR TO PAY FOR THE COST THEREOF (WHICH AMOUNT WILL BE FUNDED BY A GRANT IN THE AMOUNT OF $387,047.59 RECEIVED OR EXPECTED TO BE RECEIVED FROM THE NEW JERSEY DEPARTMENT OF TRANSPORTATION) Purpose(s): The capital ordinance authorizes the cost of preliminary engineering expenses in connection with the Gregory Avenue and Lowell Avenue Safe Routes to School Project, a federally funded program designed to increase pedestrian safety near schools to include, among other things, new sidewalks, high-visibility crosswalks, ADA curb ramps, LED stop signs and flashing beacons along Gregory Avenue and Lowell Avenue.
