Conference Meeting ~ January 28, 2025 The Conference meeting began at 6:40 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on December 11, 2024, Roll Call — Councilwoman Casalino, Councilwoman Ghebremicael, Councilwoman Rudin Councilwoman Scarpa, Council President Krakoviak, West Orange Tax Assessor gave a presentation on the 2025 Revaluation. Megan Brill, Executive Director, Downtown West Orange Alliance presented the 2025 Budget on behalf of the DWOA. After the Power Point presentation, Ms. Brill, Mr. Darren Nurse, and Mr. Seth Weisleder answered questions of the Council. On motion made by Council President Krakoviak and seconded. by Councilwoman Ghebremicael, the Council voted to remove $20,000, from the DWOA Budget, line item “Community Support from W.O. A motion was made by Council President Krakoviak and seconded by Councilwoman Ghebremicael to amend the resolution to add on Page 5, letter “F” of the agreement, the following “$215 per hour for attorneys.“ All members present voting “Aye.” On motion was made by Council President Krakoviak and seconded by Councilwoman Ghebremicael, the above referenced resolution was approved as amended. All members present voting “Aye.” Resolution 47-25 Resolution Authorizing the Execution of a Professional Services Agreement with Fox Rothschild, LLP, 49 Market Street, Morristown, NJ to Serve as Labor Counsel for the Township for 2025 at the Rates Specified in the Agreement (Legal-Trenk) A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, to approve the above referenced resolution. The motion FAILED. Wenzel, Esq. of Friend & Wenzel, 975 Clifton Ave, #201, Clifton, NJ 07013, to Serve as Township Attorney (Legal- Gengaro) A motion was made by Council President Krakoviak and seconded by Councilwoman Ghebremicael to TABLE the above referenced resolution. All members present voting “Aye.” At approximately 12:15 am., on motion made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael, the Council entered into an Executive Session. All members present voting “Aye.” At approximately 12:33 a.m., on motion made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino, the Council adjourned the Executive Session and returned to the Public meeting. Ali members present voting “Aye.” Resolution 67-25 A Resolution Approving the Department of Community Affairs Calculation of Regional Need for Affordable Housing for Fourth Round Obligation (Legal-Gengaro) A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Scarpa to approve the above referenced resolution. Councilwoman Ghebremicael, Councilwoman Rudin, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Casalino voting “Nay.” Ordinance(s) on Second and Final Reading Ord, 2888-24 On motion made by Councilwoman Casalino and seconded by Councilwoman Ghebremicael, An Ordinance Amending Certain Terms in Chapter 5 Section 35 of the Revised General Ordinances of the Township of West Orange was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Ghebremicael, and seconded by Councilwoman Rudin, the above referenced ordinance was adopted. All members present voting “Aye.”

All members present voting “Aye.” Ord. 2891-24 On motion made by Councilwoman Casalino and seconded by Councilwoman Rudin, An Ordinance Amending And Supplementing Chapter 2, Subsection 61, Pedestrian Safety Advisory Board Of The Revised General Ordinances Of The Township Of West Orange Establishing A Complete And Green Streets Advisory Committee And Creating A Complete And Green Streets Policy was approved on first reading, ordered advertised according to law, to come up for second and final reading on February 25, 2025. All members present voting “Aye.” Ord. 2892-24 On motion made by Council President Krakoviak and. seconded by Councilwoman Casalino, An Ordinance Amending Chapter 2, Sections 57.1, 57.2, And 57.6 General Ordinances of the Township of West Orange (Open Space and Recreation Committee and Trust Fund) was approved as amended on first reading, ordered advertised according to law, to come up for second and final reading on February 11, 2025. All members present voting “Aye.” A motion was made by Councilwoman Ghebremicael and seconded by Councilwoman Casalino to amend the ordinance as follows: 2-57.1 Establishment of Open Space and Recreation Committee. There is hereby established an Open Space and Recreation Committee which shall consist of seven members whose terms and functions are hereinafter set forth
