A motion was made by Councilwoman Casalino and seconded by Council President Krakoviak to amend the date in the first paragraph of the resolution from October 16, 2025 to October 28, 2025. All members present voting “Aye.” A motion was made by Councilwoman Casalino and seconded by Councilwoman Scarpa to approve the above referenced resolution as amended. All members present voting “Aye.” Public Hearing Budget Amendment No. 1 At approximately 10:16 p.m., the Council President opened the Public Hearing on Budget Amendment No. 1 Roll Call — Councilwoman Casalino, Councilwoman Rudin, Councilwoman Scarpa and Council President Krakoviak The Clerk read the following statement: This is the time for the public hearing on the Municipal Budget Amendment No. 1 for 2025.The amendment was advertised in the Star Ledger as required by law on October 12, 2025, together with the Notice of Hearing for this date and time. A copy of the Budget Amendment resolution was posted to our website and printed copies are available this evening for anyone desiring a copy. Public Comment Clare Silvestri — Grandview Avenue — Commended Mr. Ditinyak for all of his hard work, patience and professionalism. Thinks everyone should take responsibility for the lengths and depths of the budget process, Also commended the Administration, Council and CBAC for a really good job. There was no one else who wished to be heard, and the public comment portion of the agenda was closed. On motion made by Councilwoman. Scarpa and seconded by Council President Krakoviak, the Hearing on Budget Amendment No. 1 was closed. All members present voting “Aye.” Ordinances of Second and Final Reading Ord, 2939-25 On motion made by Council President Krakoviak and seconded by Councilwoman Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.1, Handicapped Parking on Streets, of the Revised General Ordinances of the Township of West Orange (Rollinson- Wellington — 19 McKinley), was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. 4
