Conference Meeting — October 28, 2025 The conference Meeting began at 6:41 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on January 7, 2025 and published in the West Orange Chronicle on January 16, 2025. At this time, the new

At 9:40 p.m., the Council went out of order and the following resolution was considered: Resolution 242-25 Resolution Approving Various Settlement, Employment, and Professional Services Agreements (Legal) On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the above referenced resolution was approved. All members present, voting “Aye.” Mr. Smeraldo made a public statement thanking Richard Trenk for his service to the Township. Resolution(s) Removed from Consent Agenda Resolution 224-25 Resolution Authorizing the Release of the Performance Bond Posted by Arco/Murray National Holdings, Inc., the developer of Trojan Storage, 955 Pleasant Valley Way, West Orange, NJ 07052, Block 172.02, Lot 8.01 to Guarantee the Installation of Certain Off-Site Improvements in the Amount of $10,150.08, be Released Subject to Posting a Three-Year Maintenance Bond with the Township in the Amount of $8,301.00, (Carballo) A motion was made by Council President Krakoviak to approve the above referenced resolution. There was no second, The motion fails for lack of a second. Resolution 228-25 and Resolution 229-25 228-25 Adoption of Budget Amendment No. 1 (Ditinyak) 229-25 Adoption of the 2025 Municipal Budget (Ditinyak) Mr. Ditinyak explained that the above referenced resolutions, 228-25 and 229-25, must be pulled from the agenda because the document is still under review with the Division of Local Government Services. He stated that he has been answering questions throughout the day regarding the Budget document and further explained that the Budget can’t be adopted until the DLGS approves the final version. When that occurs, the 2025 Municipal Budget will be listed on an upcoming agenda for approval. Resolution 232-25 Resolution Stating No Objection to the Montclair Golf Club at Rock Spring’s Issuance of a License for Use of a Helicopter to Deliver Santa Claus (Legal-Moon) Resolution 233-25 Resolution Authorizing Agreement with Matthew Feula, Deputy Chief of Police (Legal-Moon) At 11:06 p.m., Councilwoman Casalino made a motion to enter into an Executive Session for the purpose of discussing Personnel, specifically, resolution 233-25, 234-25 and Ordinance 2942-25 Salary Guideline being considered this evening. The motion was seconded by Councilwoman Scarpa. All Council members present voting “Aye.” At 11:58 a.m., on motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the Council came out of executive session and returned to the open meeting. All members present voting “Aye.” On motion made by Councilwoman Casalino and seconded by Council President Krakoviak, the above referenced resolution was approved.

All members present voting “Aye.” Ordinances of Second and Final Reading Ord. 2941-25 On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed. On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the above referenced ordinance was adopted. All members present voting “Aye.” Ord, 2943-25 On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsection 7-29.1, Speed Limits in General, 7-30 Mid-block Crosswalks, and 7-10.2 Stopping or Standing Prohibited During Certain Hours on Certain Streets on Certain Days of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance was closed, ~-On motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the above referenced ordinance was adopted. Ordinances of First Reading Ord, 2942-25 On motion made by Councilwoman Casalino, and seconded by Councilwoman Scarpa, An Ordinance Creating a Reclassification and Salary Schedule of Certain Township of West Orange Employees Setting Forth Their Titles, Classification and Salary Ranges and Adopting a Salary Guide and Establishing the Employee's Status as a Township Employee and Under the Guidelines of the New Jersey Department of Personnel, was approved on first reading, ordered advertised according to law, to come up for second and final reading on November 24, 2025. Councilwoman Casalino, Councilwoman Scarpa and Council President Krakoviak voting “Aye.” Councilwoman Rudin voting “Nay.” Pending Matters/New Matters/Council Discussion e Best Practices e Advertisement for DPW Supervisor due to Louis Reynold’s retirement e Councilwoman Casalino recommended adding Asst. Supervisor for DPW to 2026 Municipal Budget e Ordinance for Stop Signs/Permit Parking on Rollinson with additional Streets in the Heights At 12:32 a.m., on motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the Public Meeting was adjourned and the Council into an ABC Hearing. All members present voting “Aye.” ABC Hearing 785-25 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2025-2026 License Term (Clerk) On motion made by Councilwoman Casalino and seconded by Councilwoman Scarpa, the above referenced ABC resolution was adopted. All members present voting “Aye.” At 12:35 a.m., on motion made by Council President Krakoviak and seconded by Councilwoman Casalino, the ABC Hearing was adjourned.
