Conference Meeting — June 9, 2026 The conference Meeting began at 6:49 p.m., the Municipal Clerk read the following statement: This is to inform the general public that this meeting is being held in compliance with Section 5 of the Open Public Meetings Act, Chapter 231, Public Law 1975. The notice for this meeting was emailed to the Star Ledger and the West Orange Chronicle on October 30, 2025 and published in the West Orange Chronicle on November 6, 2025. ABC Resolution(s) 787-26 Hearing on Renewal for 2026-2027 License Term — Huguito’s Restaurant & Bar, LLC, 0722-33-024-005 (Special Conditions) On motion made by Councilman Krakoviak and seconded by Council President Scarpa the above referenced resolution was approved. All members present voting “Aye.” 788-26 Hearing on Renewal for 2026-2027 License Term — AMC Entertainment International, Inc. d/b/a AMC Theatres Essex Green 9 - 0722-33-066-009 (Special Conditions) On motion made by Councilwoman Williams and seconded by Councilwoman Casalino the above referenced resolution was approved. All members present voting “Aye.” 789-26 Hearing on Renewal for Plenary Retail Consumption, Distribution and Club Licenses for the 2026-2027 License Term (Clerk) Resolution Subject to Change as Additional Licensees Pay their Fees Prior to the Meeting (Clerk) On motion made by Councilwoman Williams and seconded by Council President Scarpa the above referenced resolution was approved. All members present voting “Aye.” 791-26 Hearing on Renewal for 2026-2027 License Term — Club 466 Caterers, LLC- 0722-33-035-012 (Special Conditions)
On motion made by Council President Scarpa and seconded by Councilwoman Williams the above referenced resolution was approved. All members present voting “Aye.” 792-26 Hearing on Renewal for 2026-2027 License Term — Heritage Restaurant & Lounge, LLC - 442 Valley Road - 0722-33-025-010 (Special Conditions) The licensee, Mr. Charles Makachi appeared to appeal the special conditions being implemented. Ms. Lori Reynolds, Esq., Antonelli, Kantor and Rivera appeared on behalf of the Township. On motion made by Councilwoman Casalino and seconded by Council President Scarpa the above referenced resolution was approved. Councilwoman Casalino, Councilman Krakoviak, Councilwoman Rudin and Council President Scarpa voting “Aye.” Councilwoman Williams abstained. At approximately 10:20 p.m., on motion made by Councilwoman Casalino and seconded by Council President Scarpa, the ABC Board/Council adjourned their ABC Hearing and entered into an Executive Session. All members present voting “Aye.” At approximately 10:53 p.m., on motion made by Council President Scarpa and seconded by Councilwoman Casalino, the Council adjourned the Executive Session and the Public meeting continued. All members present voting “Aye.” Consent Agenda Approval of Minutes of Previous Meeting —- Budget Meeting(s) May, 5, 2026 with corrections, May 11, 2026 with corrections, Public Meeting(s) May 12, 2026 and May 26, 2026, and Executive Session May 12, 2026 Report of Township Officers - None Reading of Petitions and Communications and Bids Bid: NJ DOT MA 2025 Helen Avenue, Lawrence Avenue, Florence Place and Lowell Avenue Improvements Project Bill List On motion made by Councilwoman Rudin and seconded by Council President Scarpa, Purchase Order 187440 KGC Enterprises, Inc., in the amount of $25,705.00 was removed from the bill list. All members present voting “Aye.”
On motion made by Councilwoman Rudin and seconded by Councilman Krakoviak, Purchase Order 191078, D”Onofrio & Son, Inc. in the amount of $16,787.50 (96-26) was removed from the bill list for further review. All members present voting “Aye.” A motion was made by Councilwoman Rudin to remove Purchase Order 189833, Dynamic Traffic in the amount of $12,000. (267-25). There was no second, therefore the motion died. Pleasant Avenue, in an Amount NTE $56,930.00 (Carballo) On motion made by Councilwoman Casalino and seconded by Councilman Krakoviak, the above referenced resolution was defeated. 166-26 Resolution Authorizing Extension of Professional Services Agreement with Essex Regional Health Commission (ERHC) for the Period of April 1, 2026 through July 31, 2026 in an Amount NTE $51,975.00 (Fonzino) On motion made by Councilman Krakoviak and seconded by Councilwoman Casalino, the above referenced resolution was approved. All members present voting “Aye,” Ordinances of Second and Final Reading Ord. 2974-26 On motion made by Councilwoman Williams and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, “Traffic,” Section 32.2, “Restricted Parking Zones,” of the Municipal Code of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. ‘The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Councilwoman Williams and seconded by Council President Scarpa, the public hearing was closed. All members present voting “Aye.” On motion made by Councilwoman Williams and seconded by Council President Scarpa, the above referenced ordinance was approved, All members present voting “Aye.” Ord. 2976-26 On motion made by Councilwoman Williams and seconded by Council President Scarpa, An Ordinance Amending and Supplementing Chapter 7, ‘Traffic, Subsections 7-20 Stop Intersections of the Revised General Ordinances of the Township of West Orange, was taken up on second and final reading. All members present voting “Aye.” The Council President stated that this is the scheduled time for the public hearing and asked the Clerk to read the ordinance by title only. The Council President asked if there was anyone who wished to be heard. There was no one that wished to be heard and the public hearing on this Ordinance. On motion made by Councilwoman Williams and seconded by Council President Scarpa, the public hearing was closed, All members present voting “Aye.”

All members present voting “Aye.” Ordinance(s) on First Reading 2975-26 REMOVED Pending Matters/New Matters/Council Discussion July and August meeting dates were discussed.
