316-24 November 12, 2024 RESOLUTION AUTHORIZING THE COLLECTOR OF TAXES TO REBATE PAYMENT TO THE LISTED TAXPAYER PURSUANT TO FINAL JUDGMENT BY THE TAX COURT OF NEW JERSEY WHEREAS, final judgment on tax appeals has been rendered by the Tax Court of New Jersey on the petitions of the taxpayers listed on the attached schedule reducing the assessment. WHEREAS, such judgment by merit of N.J.S.A. 54:3-27.2 shall be conclusive and binding upon the municipal assessor and taxing district; NOW, THEREFORE BE IT RESOLVED by the West Orange Township Council that the Collector of Taxes and Treasurer of West Orange, be and they are hereby authorized, empowered and directed to cause to be paid to the said taxpayers the sums in full and final satisfaction to tax rebates due: Karen J. 317-24 November 12, 2024 RESOLUTION WHEREAS, the Township of West Orange (“Township”) and Borough of Roseland (“Roseland”) have previously executed Inter-Local Agreements whereby the Township would provide Roseland with certain animal control services in exchange for quarterly payments by Roseland to the Township (the “Inter-Local Agreement”); and WHEREAS, the Township now intends to renew the Inter-Local Agreement, for a two (2)-year term, whereby animal control services shall be provided to Roseland from January 1, 2025 to December 31, 2026 (the “Agreement”); and WHEREAS, under the Agreement, the Borough of Roseland will pay the Township of West Orange the sum of $18,925 per annum to be prorated on a quarterly basis of $4,731.25 per quarter for the contract year 2023 and the sum of $19,872 per annum to be prorated on a quarterly basis of $4968.00 per quarter for the contract year 2024; and WHEREAS, this Resolution authorizes that twenty-five (25%) of the per annum amount for each contract year be dedicated to and placed in the dog license account to cover the cost of personnel and other expenses authorized under the Agreement ; and WHEREAS, the Township’s Health Officer has reviewed the Agreement and recommends execution of the terms contained therein; and WHEREAS, pursuant to the Roseland Resolution and as stated in the Inter-Local Agreement, Roseland has agreed to indemnify the Township for any services provided for the Borough, as stated in Schedule A attached to the Agreement; NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Mayor be and is hereby authorized to execute and counter-sign the

Agreement with the Borough of Roseland annexed hereto as Exhibit “A,” and the Municipal Clerk be and is hereby authorized to attest to the Mayor’s signature thereon; RESOLVED that notice of this award shall be available in the Clerk’s office in accordance with any applicable law.
