326-24 November 25, 2024 RESOLUTION WHEREAS, Matrix New World (“Matrix”) has prepared a proposal for environmental services associated with the pre-demolition of a structure located at the former Biddelman Site located in the Township; and WHEREAS, prior to demolition, it is critical to determine if the material can be utilized for beneficial reuse on-site during redevelopment or must be disposed off-site; and WHEREAS, Matrix has conducted concrete sampling and based upon the results, the impacted concrete will be segregated from building materials; and WHEREAS, Matrix has submitted the proposal annexed hereto as Exhibit “A” to conduct concrete sampling activities; NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Mayor be and is hereby authorized to execute an agreement, in the form annexed hereto, to retain Matrix as to conduct work consistent with the Scope of Work in Exhibit “A” annexed hereto on the terms and conditions set forth therein at a cost of $8,520.00; Karen J. 327-24 November 25, 2024 RESOLUTION BE IT RESOLVED by the Township Council of the Township of West Orange, County of Essex, State of New Jersey, that the contract for 2024 TREE PLANTING AT VARIOUS LOCATIONS in the Township of West Orange be awarded to: Frank Galbraith & Son Excavation and Demolition, LLC 831 Raritan Rd Scotch Plains, NJ 07076 who submitted the lowest responsive bid for supplying 248 trees of 18 different species along with 57 root barriers. 328-24 November 25, 2024 RESOLUTION WHEREAS, for many years Montclair Golf Club (the Club”), located at 25 Prospect Avenue, West Orange, New Jersey 07052, has arranged for a small helicopter to land on the grounds of the Club to deliver Santa Claus to Club members and their guests in attendance for a holiday celebration; and WHERAS, this year’s annual Santa Claus events are scheduled for: (i) Sunday, December 8, 2024 at approximately 11:00 a.m.; (ii) Sunday, December 15, 2024 at approximately 11:00 a.m.; and (iii) Sunday, December 22, 2024 at approximately 11:00 a.m., and WHERAS, Santa’s reindeer, Rudolph et al., are not available for the trip at this time of year as they must be well-rested in preparation for their big Christmas Eve event; and WHERAS, Santa Claus has again graciously managed to make arrangements to travel by small helicopter to attend the Club’s annual holiday celebration; and WHERAS, the New Jersey Department of Transportation, Division of Aeronautics, Inspection & Aircraft Operation, not wanting to be Scrooge-like, does permit and has in the past permitted helicopter landings such as these on country club property when approved pursuant to its application process; and WHERAS, Dennis Lever, the helicopter pilot and agent for the Club, will prepare the required Application for Temporary Aeronautical Facility License for submission to the New Jersey Department of Transportation, and which must be accompanied by, among other documents and things which the Club will provide, a “letter, statement, or certificate from the appropriate governing body which states there is no objection to the issuance of a temporary license (mandatory for all temps)”; and WHEREAS, if the date(s) of Santa’s arrival needs to be moved or changed for any reason, including but not limited to weather conditions, the Club shall have permission from the Township for the new dates so long as the Township Police Department and Township Fire Department are advised at least two (2) business days in advance of Santa’s newly scheduled arrival.
WHERAS, for this event, the appropriate body is the Township Council of the Township of West Orange; and NOW, BE IT HEREBY RESOLVED, that the Township Council of the Township of West Orange, does and hereby states that it has no objection to the issuance of a Temporary Aeronautical Facility License to Montclair Golf Club, located at 25 Prospect Avenue, West Orange, NJ 07052, for the purpose of permitting transportation and delivery of Santa Claus to the Club at approximately 11:00 a.m., on the following days: (i) Sunday, December 8, 2024; (ii) Sunday, December 15, 2024; and (iii) Sunday, December 22, 2024, for participation in the Club’s traditional Christmas celebrations; and it is further RESOLVED, that this Resolution shall be made available in the Clerk’s office for reasonable inspection in accordance with applicable law. 329-24 November 25, 2024 RESOLUTION WHEREAS, Matrix New World (“Matrix”) has prepared a proposal for environmental services associated with the pre-demolition of a structure located at the former Biddelman Site located at 4-10 Central Avenue in the Township; and WHEREAS, prior to demolition, it is critical to conduct a comprehensive regulated building material investigation and sampling/testing program for asbestos-containing materials as well as “other” potentially hazardous materials and/or conditions; and WHEREAS, this proposal will provide bid specifications and documents and bid assistance for the demolition of the Biddleman Site; and WHEREAS, Matrix has submitted the proposal annexed hereto as Exhibit “A” to conduct concrete sampling activities; NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Mayor be and is hereby authorized to execute an agreement, in the form annexed hereto, to retain Matrix as to conduct work consistent with the Scope of Work in Exhibit “A” annexed hereto on the terms and conditions set forth therein at a cost of $51,400.00; Karen J.
