7-25 January 28, 2025 RESOLUTION APPOINTING ZONING OFFICIAL AS MUNICIPAL HOUSING LIAISON WHEREAS, pursuant to P.L. 2024, c.2, the Township of West Orange (the “Township”) is required to appoint a Municipal Housing Liaison for the oversight of administration of the Township’s affordable housing program to enforce the requirements of the law and N.J.A.C. 5:80-26.1 et. seq.; and WHEREAS, Chapter 25 Section 18.17 provides for the appointment of a Municipal Housing Liaison to administer the Township’s affordable housing program., and WHERAS, Chapter 25 Section 18.17 requires that the Municipal Housing Liaison shall be appointed with the approval of the governing body; and WHEREAS, the Municipal Housing Liaison is an uncompensated position; and WHEREAS, Geniece Gary-Adams has all required certifications to hold the position as Municipal Housing Liaison. NOW, BE IT HEREBY RESOLVED, that the Township Council of the Township of West Orange, does and hereby approves the appointment of Geniece Gary-Adams as Municipal Housing Liaison pursuant to Township Code § 25-18.17 and the Fair Housing Act. 9-25 January 28, 2025 RESOLUTION AUTHORIZING MEMORANDUM OF UNDERSTANDING BETWEEN THE TOWNSHIP OF WEST ORANGE AND FAMILY CONNECTIONS/ ADAPT YOUTH LEADERSHIP COALITION WHEREAS, the Township received a grant from the Division of Mental Health and Addition Services (“DHMAS”) for funding for a youth leadership program; and WHEREAS, Family Connections/ADAPT Youth Leadership Program (“ADAPT”) shall provide services including start-up support to West Orange High School counselors to train West Orange High School Peer Leaders, provide information to the student community regarding the consequences of underage drinking, marijuana use, and wellness/healthy living strategies; and WHEREAS, the Memorandum of Understanding (“MOU”) memorializing the services to be performed by Family Connections/ADAPT and the terms thereof are annexed hereto as Exhibit “A;” NOW, BE IT HEREBY RESOLVED, by the Township Council of the Township of West Orange that the Township be authorized to enter into the MOU annexed hereto as Exhibit “A;” and be it further RESOLVED that the Township Clerk be and is hereby authorized to execute the MOU on behalf of the Mayor; and be it further RESOLVED that notice of this resolution shall be available in the Clerk’s office in accordance with any applicable law. 9-25 MEMORANDUM OF UNDERSTANDING BETWEEN THE TOWNSHIP OF WEST ORANGE AND FAMILY CONNECTIONS/ADAPT YOUTH LEADERSHIP COALITION This Memorandum of Understanding (“MOU”) is hereby entered into between the Township of West Orange (the “Township”) and the Family Connections/ADAPT Youth Leadership Prevention Coalition (“ADAPT”) for funding for ADAPT’s youth leadership community organization whose mission is to prevent and reduce substance use impacting Essex county communities, families and individuals throughout their lifespan. WHEREAS, the scope of services shall include ADAPT providing start-up support to West Orange High School counselors to train West Orange High School Peer Leaders, provide information to the student community regarding the consequences of underage drinking, marijuana use, and wellness/healthy living strategies; WHEREAS, events will take place at the high school in the community during later afternoons, evenings, and weekends four to five times during the school year; and WHEREAS, ADAPT is a social service agency; and WHEREAS, the Township has received a grant in the amount of $8,363.59 for the period of September 1, 2023 to September 30, 2025; and NOW, BE IT HEREBY AGREED BY AND BETWEEN THE TOWNSHIP AND MHAEM as follows: 1. Term of Agreement. This MOU shall be for the period of September 1, 2023 to September 30, 2025. 2. Program. During the term of the program, ADAPT shall provide start-up support to West Orange High School counselors to train West Orange High School Peer Leaders, provide information to the student community regarding the consequences of underage drinking, marijuana use, and wellness/healthy living strategies. 3. Payment: ADAPT shall submit statements to Laura Van Dyke, Director of the Department of Senior Services once a quarter and the Township shall make payments based on the same for reimbursement of quarterly activities not to exceed $8,363.59 throughout the term period. 4. Indemnification. The Township and ADAPT shall maintain separate insurance with regard to all employees and other aspects of their operations. To the extent that any claim arises with regard to this program, ADAPT shall indemnify the Township to to ensure that they are responsible for their employees’ actions. ADAPT shall maintain full and complete insurance in the appropriate amounts for claims of liability. Nothing contained herein shall permit

5. Entire Agreement. The recitals at the beginning of the Agreement are incorporated by reference and made a part of this MOU. The MOU may be supplemented by subsequent writings approved and executed by both parties. 6. Governing Law and Choice of Forum. The governing law and appropriate forum shall be the State of New Jersey, Superior Court of New Jersey: Essex County. 16-25 January 28, 2025 RESOLUTION TO AWARD A CONTRACT EXTENSION FOR EMERGENCY AND NON-EMERGENCY TREE SERVICES FOR 2025 WHEREAS, Resolution No. 47-24 was authorized by the Township of West Orange Council for EMERGENCY AND NON-EMERGENCY TREE SERVICES for 2024 first extension to the contract; and WHEREAS, the Township wishes to continue contracted Emergency and Non-Emergency Tree Services; and WHEREAS, the Township desires to extend this contract as allowed in the original bid document giving the Township the option to extend the contract for two (2) one (1) year periods; and WHEREAS, the West Orange Department of Public Works has been satisfied with the past performance of these vendors, who are agreeable to existing rates to be charged; and WHEREAS, the Director of Public Works recommends extension of this contract for a Third and final year, and the Township Council concurs with this recommendation. 17-25 January 28, 2025 RESOLUTION TO AWARD A CONTRACT EXTENSION FOR TREE REMOVAL SERVICES FOR 2025 WHEREAS, Resolution No. 46-24 was authorized by the Township of West Orange Council for Tree Removal Services for 2024 first extension; and WHEREAS, the Township wishes to continue contracted tree removal services; and WHEREAS, the Township desires to extend this contract as allowed in the original bid document giving the Township the option to extend the contract for two (2) one (1) year periods; and WHEREAS, the West Orange Department of Public Works has been satisfied with the past performance of these vendors, who are agreeable to existing rates to be charged; and WHEREAS, the Director of Public Works recommends extension of this contract for a third and final year, and the Township Council concurs with this recommendation.
