26-25 January 28, 2025 RESOLUTION WHEREAS, the Township of West Orange requires Professional Land Surveying and Engineering Services for the LTPF FY 2024 NJDOT Local Transportation Project Funds Valley Road, Union Street, Nassau Street and Wheatland Road Improvements; and WHEREAS, to design and specify these improvements the Township requires the services of a professional land surveying and engineering firm; and WHEREAS, the Township Engineer prepared a Request for Proposals dated November 19, 2024 for these professional design services; and WHEREAS, the Township Engineer solicited proposals from five professional land surveying and engineering firms; and WHEREAS, Greenman-Pedersen, Inc. (GPI), responded to the Request for Proposal; and WHEREAS, GPI, have performed similar work for the Township on many projects and their work quality is good; and WHEREAS, by letter dated December 4, 2024 the Township Engineer recommended a professional services contract be awarded to Greenman-Pedersen, Inc., 301 Gibraltar Drive, Suite 2A, Morris Plains, NJ 07950, for Professional Land Surveying and Engineering Services associated with the LTPF FY 2024 NJDOT Local Transportation Project Funds Valley Road, Union Street, Nassau Street and Wheatland Road Improvements; and WHEREAS, sufficient funds exist for the services outlined in the proposal of GPI; and WHEREAS, the Township Council concurs in the foregoing. NOW THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange, New Jersey that a professional services contract be awarded to Greenman-Pedersen, Inc., to provide professional land surveying and engineering services for the LTPF FY 2024 NJDOT Local Transportation Project Funds Valley Road, Union Street, Nassau Street and Wheatland Road Improvements in the amount not to exceed $27,495.00.
BE IT FURTHER RESOLVED that a copy of this Resolution be published in the West Orange Chronicle within ten (10) days of its approval as required by State Statute. Karen J. RESOLUTION 27-25 Whereas, the Township of West Orange (formal name of organization) desires to apply for and obtain a grant from the New Jersey Department of Community Affairs for approximately $100,000.00 to carry out a project (dollar amount of request) to Lafayette Park Futsal Court Improvements in West Orange, NJ. (briefly describe the project) Be it therefore RESOLVED, 1) that the Township of West Orange (formal name of organization) does hereby authorize the application for such a grant; and, 2) recognizes and accepts that the Department may offer a lesser or greater amount and therefore, upon receipt of the grant agreement from the New Jersey Department of Community Affairs, does further authorize the execution of any such grant agreement; and also, upon receipt of the fully executed agreement from the Department, does further authorize the expenditure of funds pursuant to the terms of the agreement between Township of West Orange (formal name of organization) and the New Jersey Department of Community Affairs. 29-24 January 28, 2025 RESOLUTION WHEREAS, on December 21, 1993 the Township of West Orange adopted Ordinance No. 1230-93 which authorized the Township to reimburse qualified private communities for the yearly cost of Street Lighting commencing with 1993; and WHEREAS, there is attached hereto a report of the Municipal Engineer, recommending reimbursement for 2024 street lighting costs to twenty-one (21) qualified private communities which are condominiums or cooperatives in accordance with the formula for reimbursement set forth in Ordinance No. 1230-93 and codified as West Orange Revised General Ordinance No. 2-71 or in accordance with an Agreement between the private Community and the Township; and WHEREAS, the Township of West Orange wishes to reimburse said qualified communities as set forth in the aforementioned report of the Municipal Engineer. NOW, THEREFORE BE IT RESOLVED by the Township Council of the Township of West Orange that the qualified private communities listed on the attached report of the Municipal Engineer Zayibeth Carballo, be reimbursed, as set forth therein, for 2024 Street Lighting Costs. BE IT FURTHER RESOLVED that the Township Business Administrator and/or Chief Financial Officer issue the appropriate checks to comply with this Resolution as soon as is feasible. Karen J. 30-25 January 28, 2025 RESOLUTION AUTHORIZING THE REJECTION OF THE FIVE BIDS RECEIVED FOR LAKE VINCENT WALKWAY IMPROVEMENTS WHEREAS, the Township of West Orange (“Township”) sought bids for a Contract for Lake Vincent Walkway Improvements; and WHEREAS, five sealed bids were received and opened by the Township on November 21,2024; and WHEREAS, the Township of West Orange Department of Engineering is requesting that the bid specifications be modified and re-bid the procurement process; and WHEREAS, pursuant to N.J.S.A. 40A:11-13.2(d), the Township can reject all five bids when it wishes to modify the specifications; and WHEREAS, the Township will revise the specifications and re-bid said specifications; and NOW, THEREFORE,IT IS RESOLVED, by the Council of the Township of West Orange that all five bids received on November 21, 2024 for Lake Vincent Walkway Improvements are hereby REJECTED pursuant to N.J.S.A. 40A:11-13.2(d) as to specifications will be revised and re-bid and the payments received for the previously issued specifications shall be returned; and Karen J.
