2897-25 LEGISLATIVE HISTORY This Ordinance will prohibit left turns from Glenview Drive southbound to Northfield Avenue eastbound during all hours. This Prohibition was requested by the West Orange Police Traffic Division after two recent auto/pedestrian accidents. There is an unregulated pedestrian crossing at this intersection that allows residents of the neighborhood to cross Northfield to the eastbound side to access the bus stop. This Ordinance is designed to make pedestrian safety a priority.

2898-25 AN ORDINANCE AMENDING AND SUPPLEMENTING CHAPTER 7, TRAFFIC, SUBSECTION 7-33, SCHOOL ZONES, OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF WEST ORANGE BE IT ORDAINED, by the Township Council of the Township of West Orange, in the County of Essex, State of New Jersey as follows: Section 1. Subsection 7-33, School Zones, of the Revised General Ordinance of the Township of West Orange is hereby supplemented and amended as follows (italic type denotes deletion, bold type denotes addition): School Street Location Liberty Middle School Mount Pleasant Avenue (N.J. Route 10) From 641 Mount Pleasant Avenue, 450 feet west to 657 Mount Pleasant Avenue. Kelly Drive From Mount Pleasant Avenue 1660 feet south to the southerly curbline of Baxter Drive extended. . The following schools have changed names, and should be amended as follows (italic type denotes deletion, bold type denotes addition): Former Name Current Name Pleasantdale Elementary School Kelly Elementary School Our Lady of Lourdes School Mount Carmel Guild Academy Solomon Schechter School Golda Ochs Academy Lower Campus Saint Joseph’s School Fedcap School Section 2. Section 3. All other Ordinances or parts of Ordinances inconsistent with this Ordinance are hereby repealed. Section 4. This Ordinance shall take effect upon final passage and publication in accordance with law and upon the approval by Resolution of the Essex County Board of Chosen Freeholders. 2899-25 Legislative History The Ordinance, which amends the Traffic Regulations of the Township, designates various types of new Stop intersections with Stop signs on the named approaches. Based on recommendations from the West Orange Police Traffic Division and residents’ requests, the Municipal Engineer designated Bright View Engineering of Roseland to conduct the necessary traffic studies and assemble data to comply with N.J.S.A. 39:4-8 regulations. Additionally, two stop intersections created during new development of the Colonial Woods Drive are being added as well.

2899-25 February 4, 2025 VIA EMAIL Zayibeth Carballo, PE, PLS, PP, CME, CFM, CFS Director, Municipal Engineer Department of Engineering Township of West Orange 25 Lakeside Avenue West Orange, New Jersey 07052 Re: Safety Study Cullen Drive & Carlson Road West Orange Township, Essex County, New Jersey BVE Project No.: 241193 Dear Ms. Carballo: Bright View Engineering was tasked by the Township of West Orange (the Township here-in) with performing an evaluation of the existing traffic controls at the intersection of Cullen Drive & Carlson Road. This analysis was performed to assess the safety conditions at the intersection and the installation of a stop control on Cullen Drive. Bright View Engineering (BVE here-in), in coordination with the Township, collected data during various site visits, reviewed crash information provided by the Township and reviewed data provided by NJDOT’s Safety Voyager to assess the existing conditions at the study location. The collected data and observations were utilized to determine if the existing traffic conditions in the project area justify the implementation of the new traffic pattern. Our methodology conforms with the provisions set forth in NJSA Title 39:4-8, Institute of Transportation Engineers (ITE) literature, and the applicable requirements of the Manual on Uniform Traffic Control Devices (MUTCD). Safety Study Cullen Drive & Carlson Road Project No.: 241193 February 4, 2025 Page 2 of 7 EXISTING CONDITIONS Multiple field investigations were conducted to obtain an inventory of existing roadway conditions, posted traffic controls, adjacent land uses, lane configurations of the roadways in the study area, and existing vehicular and pedestrian traffic patterns. The following is a brief description of the roadways: The intersection of Cullen Drive & Carlson Road is a 3-legged unsignalized intersection. There is no traffic control at the intersection. We note that the intersection is approximately 600 feet from Mount Pleasant Elementary School. Carlson Road is an east to west local street under the jurisdiction of the Township of West Orange which spans 0.14 miles between Ellison Avenue and Colonial Woods Drive. There are no NJDOT Straight-Line Diagrams available for this roadway. There is no speed limit posted along the roadway. It is our opinion that a 25 MPH speed limit is appropriate and conforms with the guidance set forth within the New Jersey Statutes Title 39. Carlson Road provides an approximate pavement width of 30-ft and allows for bi-directional travel with one travel lane for each approach. On-street parking is permitted along both sides of the roadway. The land use along Carlson Road is generally residential in nature. Cullen Drive is a north to south local street under the jurisdiction of the Township of West Orange which spans 0.22 miles between Carlson Road and a dead end. There are no NJDOT Straight-Line Diagrams available for this roadway. There is no speed limit posted along the roadway. It is our opinion that a 25 MPH speed limit is appropriate and conforms with the guidance set forth within the New Jersey Statutes Title 39.
