If any provisions of this Ordinance or application thereof, under any circumstances, is held invalid, the invalidity shall not affect any of the provisions or applications of this Ordinance that can be given effect without the valid provision(s) or application and to this end, the provisions of this Ordinance are severable. 2904-25 LEGISLATIVE HISTORY This Ordinance eliminates the 8AM-10AM One Hour Parking Zones on Colony Drive East, Pitney Street, and Swayze Street and creates new 8AM-10AM No Parking Zones there and at Elliott Place to discourage all-day parking by Seton Hall Prep students, NYC commuters, and Parents/Teachers at Kelly Elementary School during school opening hours, and allow parking at other times for the residents. This change was recommended by the Traffic Division of WOPD, and in response to local residents’ requests.
