In years past, the Township previously had the Board by Resolution. The purpose of this Ordinance is to codify the rules and regulations of the Board via Ordinance. d. 2908-25 An Ordinance Amending Chapter 2, Section 9.4 General Ordinances Of The Township Of West Orange (Special Counsel) (Legal-Gengaro) The purpose of this ordinance is to modify the provisions of the Township of West Orange Municipal Code governing the Township’s retention of Special Counsel. This ordinance: (i) requires appointment of Special Counsel by advice and consent of the Township Council; and (ii) require that the bills for Special Counsel shall be subject to approval from the Township Council. e. 2909-25 An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones Of The Revised General Ordinances Of The Township Of West Orange – Handicapped Spaces (Carballo) This Ordinance is in response to requests from handicapped residents who reside at 26 Babcock Place, 268

f The Revised General Ordinances Of The Township Of West Orange – Handicapped Spaces (Carballo) This Ordinance is in response to requests from handicapped residents who reside at 26 Babcock Place, 268 Watchung Avenue, and 39 Washington Street. By adopting this Ordinance, the Township will establish a handicapped parking stall adjacent to each of these addresses. In the case of 39 Washington Street, the stall will be placed on the side of the home on High Street, because the resident’s access if from that side. Such parking stalls are permissible under the laws of New Jersey, and they are designated as Restricted Parking Zones. All other Parking Ordinances under this chapter apply and supersede the use of these restricted spaces. Additionally, two Handicapped Stalls located in Municipal Plaza nearest the Police Building will get limits of 1 hour parking for the convenience of residents that have business there. Two other stalls will be designated Handicapped for use of employees or others that need to park all day. i. 99-25 March 25, 2025 RESOLUTION TO AUTHORIZE THE REPAIR OF STREET SWEEPER THROUGH THE BERGEN COUNTY OF NJ COOPERATIVE FOR THE DEPARTMENT OF PUBLIC WORKS WHEREAS, the Department of Public Works (DPW) is looking to repair one of its two (2) street sweepers the township owns. The street sweeper’s clean 200 lane miles of roadway within our township; and WHEREAS, the Township is required to keeps the roadways clean to be in compliance with the Municipal Separate Storm Sewers (MS4) Tier A Permit that is issued and regulated by the New Jersey Department of Environmental Protection (NJDEP) to municipalities to prevent solids and floatable materials from entering the MS4s; and WHEREAS, as a local government unit and a member of the Bergen County Cooperative (NJ Purchasing Alliance), can purchase and repair such items, pursuant to the provision made in the Local Public Contracts Law N.J.S.A. 40A:11-5(2), without public advertising for such goods or services, through contracts already secured by the United States of America, the State of New Jersey, County or Municipality thereof; and WHEREAS, the vendor W.E. Timmerman, located 3554 Route 22 West, Whitehouse, NJ 08888 is under contract with large scale parts & repair, Bid 24-36 in the amount of $67,954.64. WHEREAS, the Department of Public Works is requesting additional allowance of $5000.00 for any unseen or extra repairs/ parts needed. NOW, THEREFORE BE IT RESOLVED, by the Municipal Council of the Township of West Orange who hereby authorizes the Purchasing Agent, on behalf of the Township, to issue and execute a Purchase Order in the amount not to exceed $72,954.64 to W.E Timmerman with funds certified available by the Chief Financial Officer.
