350-23 October 10, 2023 RESOLUTION WHEREAS, CME Associates of Monmouth Junction, NJ is contracted to provide Professional Environmental and Licensed Site Remediation Professional (LSRP) Services at the Public Works Building located at 25 Lakeside Avenue; and WHEREAS, Matrix New World conducted a Preliminary Environmental Assessment associated with this parcel’s redevelopment; and WHEREAS, new areas of concern were discovered at the site; and WHEREAS, Manal Baba, of CME Associates, formerly of T&M Associates of Middletown, New Jersey, is the Licensed Site Remediation Professional (LSRP) for the Public Works Building at 25 Lakeside Avenue; and WHEREAS, CME conducted the site investigation of the 21 new areas of concern, and WHEREAS, based on the results of the site investigation sampling, a remedial investigation and delineation of impacted soil and groundwater is required for eight areas of concern; and WHEREAS, the firm of CME Associates prepared a proposal dated April 14, 2023 to conduct a remedial investigation of impacted areas of concern to satisfy the New Jersey Department of Environmental Protection (NJDEP) requirements in the amount of $198,940.90; and WHEREAS, the services proposed include 4 tasks: Task 1: Soil Delineation — Soil Borings and Sampling Task 2: Groundwater Investigation — Monitoring Wells Installation Task 3: Groundwater Sampling Task 4; LSRP Project Management, Reporting - Data Evaluation and Remedial Investigation Report Task 4.1; Health and Safety Plan Task 4.2: Quality Assurance Project Plan

This proposal is in response to the Township’s request for a Scope of Services to perform remedial investigation to advance investigation and delineation of impacted soil and groundwater at the Site. The additional environmental services are described below. CME is currently contracted with the Township for Professional Environmental and Licensed Site Remediation Services consulting work at the West Orange DPW located at 25 Lakeside : Avenue (Site) to complete the remedial action of impacts resulting from an on-Site 4,000-gallon : gasoline underground storage tank (UST) discharge. ASSOCIATES Mr. John Gross April 14, 2023 Township Business Administrator/CFO Page 2 of & Re: Department of Public Works at 25 Lakeside Avenue — Remedial Investigation Investigation of the identified areas of concern (AQCs) in the Preliminary Assessment conducted by Matrix. Matrix conducted a Preliminary Assessment (PA) at the Site and complete: it in August 2022. Based on a review of the PA, several AOCs are identified, inside and around the DPW garage. that could be the source of the discharge at MW-9 and other potential discharges. Additional Site and Remedial investigation activities should be completed to investigate these new AOCs and the extent of impacted soil and groundwater related to any potential discharges. CME conducted a Site Investigation ($1) in accordance with NJDEP requirements and guidance documents. As part of the investigation, soil samples were collected at the identified AOCs and groundwater samples were obtained from temporary well points installed at locations proximate to the AOCs. Based on the findings of the investigation, it appears that few discharges occurred at the Site which has impacted soil and groundwater at the Site. CME recommended further investigation be conducted in accordance with the Technical Requirements for Site Remediation (TRSR) (NJAC. 7:26E) and NJDEP guidance documents to evaluate the extent of soil and groundwater impacts and determine the flow of groundwater beneath the Site. Based on the results of the Site Investigation sampling, a Remedial Investigation of the impacted AOCs and delineation of impacted soil and groundwater at the Site is required. This proposal was requested to conduct the required Remedial Investigation of the AOCs and complete the delineation of impacted soi! and groundwater at the Site. The following scope of work is required to comply with the NJDEP Technical Requirements for Site Remediation at the Site and necessary to continue to advance the project towards a closure with Site-wide RAO. The scope of work included in this proposal is based on the recommendations for investigation at AOCs identified in the PA and Site Investigation Report. The proposed scope of work is prepared to establish a Remedial Investigation of impacted AOQCs to satisfy the New Jersey Department of Environmental Protection (NJDEP) requirements. ASSOCIATES, Mr. John Gross April 14, 2023 Township Business Administrator/CFO Page 3 of 8 Re: Department of Public Works at 25 Lakeside Avenue — Remedial Investigation SCOPE OF SERVICES The following proposed Scope of Services is based on the findings of the investigations (SI sampling results and additional soil and groundwater investigation), as well as the NJDEP requirements set forth in the Administrative Requirements for the Remediation of Contaminated Sites (ARRCS) (N.J.A.C. 7:26C), Underground Storage Tanks (UST Rules) (N.J.A.C. 7:14B), the Technical Requirements for Site Remediation (TRSR) (N.LA.C. 7:26E) and applicable NJDEP guidance documents. TASK 1: SOLL DELINEATION - SOL BORINGS AND SAMPLING CME will retain the services of a qualified drilling contractor (Geoprobe operator) to perform direct-push soil borings and advance borings in all the impacted AOCs at.the Site where additional investigation for soil and groundwater as recommended in the SI, The additional sampling is required to complete the horizontal and vertical delineation of soils impacts at the Site and collect additional information to support development of a remedial action design. Encountered soils will be screened for the presence of volatile organic compounds (VOCs) using a calibrated photoionization detector (PID), assessed for visual and olfactory indications of contamination, and logged by CME personnel. In order to complete the delineation of the horizontal and vertical extents of soil contamination identified at the Site, soil samples will be collected at appropriate locations and intervals proximate to previous samples and will be submitted for appropriate analytical parameters based on the contaminants previously identified at each location/AOC. Final boring/sample locations will be determined in the field and will be surveyed using handheld GPS equipment. The additional sampling will be conducted at the following Impacted AOCs: - AOC-LF Edison - Two (2) former oil tank ASTs at East Storage Area - AOC-5G Former Edison Coal Pile at Exterior East Storage Yard - AOC-10A Oil/Water Separator at Exterior West Side of Repair Garage - AOC-I1A Historic Fill Area depicted at Location of Former Rai! | t | | | cea eve ASSOCIATES April 14, 2023 Mr. John Gross Page 4 of 8 Township Business Administrator/CFO Re: Department of Public Works af 25 Lakeside Avenue — Remedial Investigation ~ AOC-19 - Groundwater Contamination from Unknowr/OfFSite Chlorinated Solvent Sources Up to fifty (50) soil borings will be advanced to depths that range between approximately five (5) to twenty (20) feet below ground surface (ft bgs). CME personnel will log al! borings and will utilize a photoionization detector (PID) to screen for the presence of volatile organic compounds (VOCs). All boring locations will be surveyed using GPS equipment. The soil samples at each AOC location will be analyzed for different parameters, including EPA Target Compound List volatile organic compounds (TCL VO+TICs), semi yolatile organic compounds (TCL SVO+TICs) with a library search of the fifteen (15) highest Tentatively Identified Compounds (TICs) or PAHs, PCBs and TAL Metals. All soil samples will be submitted to a NJDEP-certified analytical laboratory for analysis. One (1) field blank sample will also be collected each day of field activities. The field blank(s) will be handled and transported in the same manner and analyzed for the same parameters as the samples collected that day. The samples will be collected and equipment will be decontaminated in accordance with the NIDEP Field Sampling Procedures Manual (August 2005 edition, revised April 2011). All samples will be submitted to a NELAP-aceredited and NJDEP-certified laboratory for analysis ona standard turnaround time. Upon receipt of laboratory test results, CME will compare all groundwater sample results against the current NIDEP Groundwater Quality Standards (GWQS) for Class H-A Aquifers (N.LA.C. 7:9C) and the NIDEP Vapor Intrusion Screening Levels (VISL). All the field work implemented at the Site during the site investigation will be supervised; field screening techniques will be performed in accordance with the NJDEP Technical Requirements for Site Remediation (N.J.A.C. 7:26E) to determine the potential presence of impacted materials. ‘TASK 2: GROUNDWATER INVESTIGATION ~ MONITORING WELLS INSTALLATION Four (4) monitoring wells (MW-12 through MW-15) will be installed to assist in the proposed remedial action monitoring at the site. Page 5 of 8 Re: Department of Public Works at 25 Lakeside Avenue -- Remedial Investigation feet and one well will be constructed as a double-cased deep well and will be installed to a depth of 40-45 feet below ground surface (bgs). Based on the regional geology at the site vicinity, it is expected that the subsurface materials encountered will consist primarily of shale bedrock. The depths and locations of the monitoring wells will be determined based on the findings of the investigations conducted to date to delineate the extent of contaminants identified during the initial sampling event. The wells will be completed with a flush-mount cover, Drill cuttings will be placed in drums and properly disposed off-site at a licensed facility, and development water will be drummed for off- site disposal or properly treated prior to on-site discharge. A professional licensed surveyor will survey the monitoring wells. Well logs and Form A and Form B will be prepared to properly document the weil construction. TASK 3; GROUNDWATER SAMPLING Two (2) rounds of groundwater samples will be collected from all monitoring wells to delineate the impacted groundwater and evaluate trends and seasonal fluctuations in contaminant concentrations and provide a baseline dataset for further remedial investigation, if needed. + Two rounds of groundwater samples will be collected using existing wells and proposed monitoring wells MW-4 through MW-9. Sampling will be performed in accordance with USEPA Low Flow Sampling Procedures (March 1998), + Water levels will be measured in. all monitoring wells to confirm the groundwater flow direction. Water quality parameters will be directly measured in the field including conductivity, pH, temperature, redox potential, salinity, and dissolved oxygen (DO). + All groundwater samples will be submitted for laboratory analysis for Target Compound List (TCL) VOCs and TCL semi volatile organic compounds (SVOCs) and TAL Metals in accordance with the TRSR and NJDEP guidance documents. Trip blank samples will accompany the groundwater sample(s) and will be analyzed for TCL VOCs and TBA. One (1) field blank sample will also be collected each day of field activities. The blanks will be handled and transported in the same manner and analyzed for the same parameters
