Ordinances on Second and Final Reading a. 2904-25 An Ordinance Amending and Supplementing Chapter 7, Traffic, Subsections 7-11 Parking Time Limited on Certain Streets During Certain Hours, 7-14.2A Parking Prohibited on Certain Streets During Certain Hours of Certain Days, and 7-14.3 Parking Time Limited on Certain Streets During Certain Hours of Certain Days of The Revised General Ordinances of the Township of West Orange (Carballo) b. 2907-25 An Ordinance Amending And Supplementing Chapter 2, Section ___ Of The Revised General Ordinances Of The Township Of West Orange To Establish A Citizens Budget Advisory Board (Legal-Gengaro) This Ordinance will establish the creation of a Citizens Board Advisory Board (the “Board”) by Ordinance. In years past, the Township previously had the Board by Resolution. The purpose of this Ordinance is to codify the rules and regulations of the Board via Ordinance. c. 2908-25 An Ordinance Amending Chapter 2, Section 9.4 General Ordinances Of The Township Of West Orange (Special Counsel) (Legal-Gengaro) The purpose of this ordinance is to modify the provisions of the Township of West Orange Municipal Code governing the Township’s retention of Special Counsel. This ordinance: (i) requires appointment of Special Counsel by advice and consent of the Township Council; and (ii) require that the bills for Special Counsel shall be subject to approval from the Township Council. d. 2909-25 An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsection 7-32.2 Restricted Parking Zones Of The Revised General Ordinances Of The Township Of West Orange – Handicapped Spaces (Carballo) This Ordinance is in response to requests from handicapped residents who reside at 26 Babcock Place, 268 Watchung Avenue, and 39 Washington Street. By adopting this Ordinance, the Township will establish a handicapped parking stall adjacent to each of these addresses. In the case of 39 Washington Street, the stall will be placed on the side of the home on High Street, because the resident’s access if from that side. Such parking stalls are permissible under the laws of New Jersey, and they are designated as Restricted Parking Zones. All other Parking Ordinances under this chapter apply and supersede the use

Additionally, two Handicapped Stalls located in Municipal Plaza nearest the Police Building will get limits of 1 hour parking for the convenience of residents that have business there. Two other stalls will be designated Handicapped for use of employees or others that need to park all day. 10. Ordinances on First Reading a. 2911-25 Capital Ordinance Appropriating $1,000,000 to Pay for Various Improvements and Upgrades to the Oskar Schindler Performing Arts Center in the Township of West Orange, in the County of Essex, State of New Jersey (Ditinyak) b. 2912-25 An Ordinance Amending Chapter 11, Section 3.4 Of The Revised General Ordinances Of The Township Of West Orange (License Fees; Maximum Number) (Legal-Moon) The purpose of this ordinance is to revise the municipal code setting for the license fees for liquor licenses issued by the Township of West Orange. The ordinance sets forth an annual increase of 20% until the fees reach $2,500. c. 2913-25 An Ordinance Amending And Supplementing Chapter 7, Traffic, Subsections 7-32.1 Handicapped Parking On Streets, And 7-32.2 Restricted Parking Zones Of The Revised General Ordinances Of The Township Of West Orange (Carballo) This Ordinance is in response to requests from handicapped residents who reside at 125 Elm Street, 48 Park Terrace, and 42 Wellington Avenue. A Handicapped Parking Space on the Street will be established opposite 125 Elm Street, because there is no opportunity to park legally in front of or on the side of the residence due to other parking regulations. Because this space cannot be restricted to the resident, any person with a handicapped plate or placard may park there. The Township will also
