118-25 April 22, 2025 RESOLUTION FOR THE TOWNSHIP OF WEST ORANGE, COUNTY OF ESSEX, STATE OF NEW JERSEY, ADOPTING EMERGENCY TEMPORARY BUDGET APPROPRIATIONS PURSUANT TO N.J.S.A. 40A:4-20 FOR THE 2025 YEAR WHEREAS, it will be necessary to award contracts, incur commitments, and make payments during calendar year 2025 prior to the adoption of the municipal budget for calendar year 2025; and WHEREAS, N.J.S.A. 40A:4-20 provides for the creation of an emergency temporary appropriation for said purposes; and WHEREAS, the total emergency temporary appropriation resolutions in the year 2025 pursuant to the provisions of Chapter 96, P.L. 1951 (N.J.S.A.) 40A:4-20) including this resolution total $44,363,980.10; and NOW, THEREFORE, BE IT RESOLVED, by the Mayor and Council of the Township of West Orange, County of Essex, New Jersey, (not less than two-thirds of all members thereof affirmatively concurring) that in accordance with the provisions of N.J.S.A. 40A:4-20: 1. 119-25 April 22, 2025 HISTORIC PRESERVATION CERTIFIED LOCAL GOVERNMENT GRANT Resolution Authorizing Award for Historical Architectural Services WHEREAS, the Township of West Orange Council adopted Resolution 7-24 to receive a Certified Local Grant (CLG) from the Historic Preservation Office (HPO) of the State of New Jersey, Department of Environmental Protection in the amount of $19,000.00 to fund an architectural survey for the Watchung Heights, Eagle Rock, Redwood, Pleasantdale, English Town and Old Sted neighborhoods and have identified approximately fifty-nine (59) properties in these neighborhoods that can be individually documented as part of this survey. Additionally, one (1) property in the Gregory neighborhood and one (1) property in Llewellyn Park will also be included for a total of sixty-one (61) properties; and WHEREAS, these funds afford the Township the opportunity to participate directly in State and Federal Historic Preservation Programs; and WHEREAS, the goal of the HPO is to identify all buildings, sites, structures, objects and districts that are significant in American history, architecture, engineering, etc. within the Township, that meet criteria for inclusion in the National Register of Historic Places and implement planning tools for protection of these resources; and WHEREAS, in accordance with the grant agreement the Township has advertised a Request for Proposal for an Architectural Historian to collect all the necessary information, and WHEREAS, on the date and place advertised did receive four proposals (attached Exhibit A); and WHEREAS, after review by the West Orange Historic Commission and the Purchasing Agent, Hunter Research, has submitted a responsible and responsive proposal to perform the necessary documentation and reports required by the HPO; and NOW BE IT RESOLVED by the Township of West Orange Council that Hunter Research, located 120 West State Street, Trenton NJ 08408 be awarded the contract to conduct the architectural survey for the Watchung Heights, Eagle Rock, Redwood, Pleasantdale, English Town and Old Sted neighborhoods and have identified approximately fifty-nine (59) properties in these neighborhoods that can be individually documented as part of this survey.
