Violation #4: On May 4, 2018, you failed to maintain true book or books of account available on the licensed premises and failed to produce same within seven (7) business days of demand in violation of N.J.A.C. 13:2-23.32; Recommended Penalty: 1st Offense= 30-day suspension; Violation #5: On May 4, 2018, your employee(s) hindered or attempted to hinder an ABC investigation in violation of N.J.S.A. 33:1-35/N.J.A.C. 13:2-23.30; Recommended Penalty: 1st Offense= 30-day suspension; Violation #6: On May 4, 2018, you allowed, permitted the lease of the licensed premises in violation of N.J.S.A. 33:1-26; Recommended Penalty: 1st Offense= 45-day suspension; and Violation #7: On May 4, 2018, you knowingly failed to pay to pay excise taxes or other payment required by law to be paid to the State Tax Commissioner in violation of N.J.S.A. 33:1-31(c); Recommended Penalty: 1st Offense = 15-day suspension; NOW, THEREFORE, BE IT RESOLVED THAT THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE serving as the Township Board of Alcoholic Beverage Control, does hereby approve the renewal of the Plenary Retail Consumption License heretofore issued to the Licensee, Huguitos Bar and Restaurant, LLC, bearing License # 072233-024-005, for the 2025-2026 licensing term for the premises at 19 White Street, subject to the following Special Conditions pursuant to N.J.S.A. 33:1-32: A. The Licensee shall have last call on Monday through Wednesday at 12:30 a.m., no patrons to be admitted to the premises after 12:30 a.m., closing at 1:00 a.m.; B. The Licensee shall have last call on Thursday through Sunday at 1:00 a.m., no patrons to be admitted to the premises after 1:00 a.m., and closing at 2:00 a.m.; C. The Licensee shall provide at least two security officers on Friday and Saturday evenings until closing on each of those nights; D. The Licensee shall provide at least two security video cameras outside the premises, one covering the Ashland Avenue side of the building and the other the White Street side of the building, and at least two security video cameras inside the premises, one covering the entire bar area and the other covering the back room, all security video cameras to be operating during all hours when the Licensed Premises is open for business, to be properly maintained, kept in proper working order and the video disks or tapes kept and made available to the

as to be operating during all hours when the Licensed Premises is open for business, to be properly maintained, kept in proper working order and the video disks or tapes kept and made available to the West Orange Police Department upon request for at least thirty (30) days following the date of recording and before being recycled; E. Members of the West Orange Police Department shall periodically monitor the security system in place at the Licensed premises including all security video cameras, personnel and deployment of all of them, and the Licensee shall work with the Police Department to maintain and, as necessary or advisable, improve security in and outside the Licensed premises to address and remedy alcohol consumption related problems; AND BE IT FURTHER RESOLVED, that a copy of this Resolution shall be provided to the Director of the Division of Alcoholic Beverage Control of the State of New Jersey and shall be maintained in the Township’s permanent Alcoholic Beverage Control records, and that

the Director is, and hereby is, respectfully requested to grant his approval to the foregoing Special Conditions as required by statute, and to communicate that approval to the Township of West Orange, which approval shall then also be maintained in the Township’s permanent ABC records; The above Resolution was passed by the Township Council of the Township of West Orange sitting and serving as the West Orange Board of Alcoholic Beverage Control at their regular meeting held on June 24, 2025. 773-25 June 24, 2025 RESOLUTION OF THE WEST ORANGE TOWNSHIP ABC BOARD RESOLUTION RESCINDING IN PART ABC RESOLUTION NO. 765-25, REMOVING LICENSEE # 0722-33-060-009 WILSHIRE HOSPITALITY SERVICES II, LLC t/a WILSHIRE GRAND HOTEL AS A LICENSEE APPROVED FOR RENEWAL FOR THE 2025-26 LICENSE TERM FOR FAILURE TO PAY FEES TO THE STATE ABC and WEST ORANGE WHEREAS, May 20, 2025, the Clerk of the West Orange ABC Board, believing that NJ ABC Licensee #0722-33-060-009, WILSHIRE HOSPITALITY SERVICES II, LLC t/a WILSHIRE GRAND HOTEL, was qualified for renewal of said License for the 2025-26 License Term, believing all requirements had been met; and WHEREAS, that License was therefore included with others on West Orange Township ABC Board Resolution No. 765-25, adopted by the ABC Board at its regular meeting on May 20, 2025, renewing for the 2025-26 License Term those Licensees named in it; and WHEREAS, the Clerk having realized the licensee failed in fact to qualify for renewal in that the Licensee neglected to the fees to the State ABC and to the Township of West Orange for the 2025-26 renewal period, such failures and deficiencies requiring rescission of the Township’s annual approval for the 2025-26 License Term; NOW, THEREFORE, BE IT HEREBY RESOLVED BY THE TOWNSHIP COUNCIL OF THE TOWNSHIP OF WEST ORANGE, SITTING IN ITS CAPACITY AS THE WEST ORANGE TOWNSHIP ABC BOARD, that the portion of West Orange Township ABC Resolution No. 765-25, listing License 0722-33-060-009 WILSHIRE HOSPITALITY SERVICES II, LLC t/a WILSHIRE GRAND HOTEL, as qualified for renewal and renewing said License for the 2025-26 License Term, is to that extent and that extent only, hereby rescinded, excising that Licensee from the list of those which were to be renewed for that License term, all in accordance with instructions received by and on behalf of the New Jersey ABC Licensing Bureau. ____________________________________ Karen J. 774-25 June 24, 2025 RESOLUTION REGARDING ALCOHOL BEVERAGE CONTROL BOARD’S ADJUDICATION OF TRANSFER OF LICENSE APPLICATION CONCERNING JO JO RESTAURANT SERVICES LLC , TOWNSHIP OF WEST ORANGE, ESSEX COUNTY, NEW JERSEY WEST ORANGE ABC BOARD WHEREAS, applicants Johanie Jean-Louis and Jean-Paul Dorcient (collectively, the “Applicants”) filed an application for a person-to-person liquor license transfer of License No. 0722-33-009-013 regarding the liquor license for Jo Jo’s Restaurant Services LLC (the “Application”); and WHEREAS, as part of the Application, the Applicants were required to disclose whether they have been charged with or convicted of a criminal or disorderly persons offense; and WHEREAS, as part of the Application, the Applicants were required to disclose whether they have been a party in a civil court action; WHEREAS, the West Orange Police Department (“WOPD”) conducted a background investigation wherein the Applicants were fingerprinted; and WHEREAS, a copy of the WOPD investigation is annexed hereto as Exhibit “A” and revealed that Applicant Johanie Jean-Louis was dishonest in the portion of the Application regarding the disclosure of criminal activity when she responded “NO” to that question; and WHEREAS, Applicant Jean-Paul Dorcient was dishonest where he has filed Chapter 13 Bankruptcy and responded “NO” to the portion of the Application that asked applicants to disclose whether they have been involved in any civil lawsuit; and WHEREAS, the WOPD recommends denial of the Application; and WHEREAS, the Township Council of the Township of West Orange, sitting as and constituting the Township’s Alcohol Beverage Control Board (the “ABC Board”) is the appropriate body to adjudicate the Application; and NOW THEREFORE BE IT RESOLVED, based on the foregoing and recommendations from the WOPD, the Township Council of the Township of West Orange, acting as the Township’s ABC Board, hereby denies the Person-to-Person Liquor License Transfer Application regarding License No. 0722-33-009-013; and BE IT FURTHER RESOLVED, that the above Resolution was adopted by the West Orange ABC Board at its meeting held on June 24, 2025. 776-25 June 24, 2025 RESOLUTION REGARDING ALCOHOL BEVERAGE CONTROL BOARD’S ADJUDICATION OF CHARGES ISSUED TO LAS PALMERAS, INC. TOWNSHIP OF WEST ORANGE, ESSEX COUNTY, NEW JERSEY WEST ORANGE ABC BOARD WHEREAS, Las Palmeras, Inc. d/b/a La Dolce Vita Bar Restaurante (“Las Palmeras” or “Licensee”), License # 0722-33-045-005 was issued nine (9) Notices of Violation (“NOVs”) for incidents which allegedly occurred on October 4, 2021, October 17, 2021, November 28, 2021, March 6, 2022, May 29, 2022, September 16, 2022, October 16, 2022, November 7, 2022, December 10, 2022, December 16, 2022, January 29, 2023, March 12, 2023, August 7, 2023, October 6, 2023, October 21, 2023, October 25, 2023, November 12, 2023, November 18, 2023, November 26, 2023, November 29, 2023, February 7, 2024, March 14, 2024, April 7, 2024, April 8, 2024, April 28, 2024, June 3, 2024, June 16, 2024, August 23, 2024, September 15, 2024, September 24, 2024, November 1, 2024, May 24, 2025 and June 2, 2025, respectively; and WHEREAS, the NOVs and the respective violations charged are set forth in an attachment hereto titled “Exhibit A” (collectively, the “Charges”); and WHEREAS, the Township Council of the Township of West Orange (the “Township”), sitting as and constituting the Township’s Alcohol Beverage Control Board (the “ABC Board”) is the appropriate body to adjudicate the Charges; and WHEREAS, Las Palmeras is represented by Robert C. Williams, Esq.; and WHEREAS, Robert C. Williams, Esq. is authorized to execute a settlement agreement on behalf of Las Palmeras, consistent with the terms set forth herein, as memorialized in the form attached hereto titled “Exhibit B”; and WHEREAS, the Township of West Orange is represented by ABC Prosecutors, Antonelli Kantor Rivera P.C. (Daniel Antonelli, Esq. and Kourtney Cooke, Esq. appearing); and WHEREAS, the Township ABC Prosecutors are authorized to execute a settlement agreement on behalf of the Township, consistent with the terms set forth herein, as memorialized in the form attached hereto titled “Exhibit B”; and WHEREAS, Las Palmeras has made renovations to the licensed premises, including but not limited to installing soundproof structure panels on its walls and ceiling; and NOW THEREFORE BE IT RESOLVED, the Township and Las Palmeras entered into a settlement agreement resolving the Charges as follows: 1. License #0722-33-045-005 shall be suspended for 100 days total, as follows: a. Thirty (30) days to be served; b. Twenty (20) days held in abeyance for one (1) year, to be served in the event the Licensee is found guilty of serving an actually or apparently intoxicated person, in violation of N.J.A.C. 13:2-23.1(b); c. Monetary payment to the State, in lieu of fifty (50) day suspension.

2. Security: a. All security will provide Security Officer Registration Act (“SORA”) cards within thirty (30) days; b. All security will participate in training programs, suggested by the State Police, with a focus on de-escalation. 3. Any violations of the following offenses, between July 1, 2025 and June 30, 2025 will be charged as a second violation: a. Ordinance Violation, N.J.S.A. 33:1-31(h); b. Special Condition Violation, N.J.S.A. 33:1-31(h); c. Brawl, N.J.A.C. 13:2-23.6(a)(2); d. Serving an actually or apparently intoxicated person, N.J.A.C. 13:2-23.1(b); e. Hindering an investigation, N.J.S.A. 33:1-35/N.J.A.C. 13:2-23.30; f. Sale or consumption beyond the scope of the license, N.J.S.A. 33:1-12/ N.J.A.C. 13:2-23.1(a); and g. Nuisance, N.J.A.C. 13:2-23.6(b). 4. Should this corrective action not facilitate a change in the Licensee’s violations, future violations after July 1, 2025 will be considered towards non-renewal of the license for future years. 5. The Licensee shall enter a non-vult plea to all pending Charges. 6. The Licensee shall withdraw its Appeal regarding the March 13, 2025 Hearing result, wherein the Licensee was found guilty of violating N.J.A.C. 13:2-23.6(b), and the license was suspended for thirty (30) days. BE IT FURTHER RESOLVED, based upon the foregoing, the Township has implemented a suspension of thirty (30) days to run consecutively beginning on July 15, 2025 with the ABC license to be delivered to the Township of West Orange Municipal Clerk no later than 10:00 a.m. on July 15, 2025; and BE IT FURTHER RESOLVED, that Las Palmeras waives any right to appeal the determinations and/or adjudications herein and its right to a hearing regarding the Charges; and BE IT FURTHER RESOLVED, that a copy of this Resolution shall be provided to the Director of the Division of Alcoholic Beverage Control of the State of New Jersey and shall be maintained in the Township’s permanent Alcoholic Beverage Control records, and that the Director is, and hereby is, respectfully requested to grant his approval to the foregoing as required by statute, and to communicate that approval to the Township of West Orange, which approval shall then also be maintained in the Township’s permanent ABC records; and BE IT FURTHER RESOLVED, that the above Resolution was adopted by the West Orange ABC Board at its meeting held on June 24, 2025.
